Hoothoot will help you against bruno, but bruno is so stupid that you won't need it.
Bayleef is probably the worst starter for the Elite 4 and Mareep isn't going to have many opportunities to shine (though it can beat Lance's Gyarados if you can get off a T-bolt in time)

Those are the five archetypes the elite four uses.
Having some guy in your party that is really fast or really bulky and can use an ice attack will work wonders for beating Lance and his team of three Dragonites.
Any old psychic special attack will pretty much wreck Bruno's entire team.
Physical fighting attacks destroy the dark elite 4 member. And Koga's a bit of a joke, just use the same psychic special attack you used for Bruno.
Will is pretty annoying because he uses bulky pokemon as a standard, but having a Dark-type pokemon will basically destroy him.

Basically what Munkus said.
Having a Fire type will be all-around helpful as about 1/3 of the E4's pokemon have a Fire weakness. I actually think that a physical psychic attack out-performs a special one, but either will help against Bruno and the parts of Koga that can't be burned down. A bulky or very fast Pokemon with a good ice move will be vital to crushing Lance without leveling like crazy. Also I know Koga likes to use Double Team on his Crobat so if you've got a perfect accuracy move then definitely use that.
Let's see... broken down by member:
Will: Dark/Fire/Electric
Koga: Fire/Psychic/Ground/Steel
Bruno: Psychic, and bring along a Water or Grass move (nearly any will do, it's a stupid Onix)
Dark Lady: Fighting/Bulky water for Houndoom
Lance: Electric/Ice
Geebs: My Arcanine was very helpful against the Elite 4. Him and Gallade each took out about 1/3 of the Elite Four by themselves.
Because only Pikachu's line and Electabuzz's line learn Thunderbolt while leveling up.
