My actual character only has 1 very passive "super power", and he's plotting to take over the world.
It really doesn't matter if you give your guy any powers, the system is set up that you'll have fun regardless.
When ranking a character that is very device oriented, would we need to make two different sheets, one with devices and one without? Say, the difference between Batman on the prowl and Bruce Wayne in his skivvies.

totally okay
everyone has a power level
your power level determines a lot of things, not just how many powers or how powerful they are
but also, and very importantly
it determines what kind of Issues you have access to
A Power Level 3 guy has a totally different scale and scope of things that he does when compared to a Power Level 7 guy

Zealot
Abilities: Zealot possesses flight, an accelerated healing factor, moderate super-strength, and limited precognitive abilities.
Through unknown means, the magnitude of Zealot's powers seemingly increase based upon the strength of his religious and personal convictions. No biological or mystical cause has been discovered for this phenomenon, so it is presumed to be a by-product of the as yet unknown means by which Zealot manifested his abilities.
The sword and shield that Zealot carries have proven nigh-unbreakable, though they are apparently crafted of ordinary alloys. Once again, no discernable cause has been discovered for this puzzling occurance.

A world where there are men flying by my window as I write this. A world where creatures only seen in folklore and myth can be seen on your walk to work. A world where somehow, a newspaper run by a crotchety old man can still change the world and help the common man.
