Man, I wouldn't want to kill Valor, cause you know what happens when you kill him? You don't take over the world, you gotta fight every single apocalypse wishing jackass that is just waiting for him to snuff it.
It's easier to just kill his system, than kill him. Then he'll be too busy running around and going back to saving damsels and stopping trains, and punching big monsters.
Man, killing valor is the last thing I'd want to do. That's just, way too much responsibility.

Crius seems different. He's just a typical warlord, etching out his small piece of territory and being content with his "titan-like" power.
If Crius were to go, sure greece would probably need major overhaul, but his death probably wouldn't bring about an end of the world type scenario. Just a quick replacement.
Crius is the type of Goon you can go after, he's the "Superman" archetype that's okay to take down.
The only reason he's in charge of Greece is because nobody's sure if they can take it away from him.
It's sort of a unique scenario. I mean, Hexe was a supervillain back before the war too, but she's Regional Administrator of Germany because she actually does a good job at it and went legit during the war and wanted to help after the Reclaimation.
If anything, killing Crius would grease the wheels of change some. A sort of "You're not invincible in that tower of yours" sort of gesture.

The way you describe it, his mutation works so that, provided he's confident in himself, he's pretty much invincible. Now, I dunno how much of his power comes from Anathema land, but if it works like I understood it (I guess it doesn't, but this is all pure theory anyway), I'd be super confident because, shit, I just got Ultimatum's mutation and so I'd be just as powerful.
But like I said, pure theory.
If you took down Crius and manged to survive not getting destroyed by his cult and loyalists
There's a pretty good chance Ultimatum would put you in charge of Greece
