I don't see how "Ditzy" is somehow less offensive than "Derpy", but whatever.
"Ditzy" is an adjective used to describe people who act flighty or spastic and encompasses behaviors such as enthusiastic naivete or lack of cognitive perception. It's a simple character trait that some people possess.
"Derpy" is slang for someone with mental handicap such as Down's Syndrome and is fairly disrespectful in most circumstances.
Obviously they'd rather evoke more of a "Clueless" image than appear to be making fun of mentally-challenged people.

I thought it was the suborn unwillingness to revise one's own point of view and the practice of casting-out people of differing viewpoints and labeling them as "wrong", "the enemy" or "the cause of all the problems".

It is. Apparently I got that idea into my head somewhere and nobody's ever said anything that would lead me to believe the contrary.
I'm sorry for all the confusion. I was just chalking it up to the phrase being one of those 4chan things where they say offensive things because it's funny to challenge the status quo and offend people. It turns out that was entirely incorrect! Thank you Pony Thread for helping me to see the truth of the matter.
In the 34th episode of South Park entitled “The Succubus,” (original airdate April 21st, 1999) the character Chef has quit his job as the school cafeteria worker, and has been replaced by a new character named Mr. Derp. The character performs slapstick cliche’s, strikes himself on the head with a hammer, and exclaims “Derp!”
Parker and Stone have made use of “derp” in other episodes of South Park including this spoof of Rob Schneider.
It looks like it mostly refers to stupid faces and weird eyes. Making fun of an eye problem would probably be considered offensive.
