As long as the preorder exclusives remain exclusive forever, and never become paid DLC.
And as long as they're purely cosmetic and have no effect on gameplay.
Stuff like Gears Of War multiplayer skins, or weapon skins (like Gold Lancers and stuff) is a great thing to have as a preorder bonus. All the better if it never gets released later down the line.
An extra chapter of the game (LA Noire did this) or even an extra weapon (Splinter Cell Conviction did this) is just silly.
But then again, here in the UK, we usually get all those 'location exclusives' packaged in the box anyway. Naked City with no extra effort for me.
