I checked the patch notes and it looks like we are applying a small nerf to her W (same at all ranks), but not a whole lot. Hopefully I can get whoever worked on her for a more detailed explanation.
I don't want to ruin the patch preview but we do have some buffs coming for some underpowered champions as well next patch. From skimming the patch notes I count at least half a dozen champions with "substantial" buffs, plus some bug fixes that are beneficial for some champions.
Please note that "substantial" may have different meanings for different people... I think these 6 are pretty safe though.
So Vlad and Shen would be 2 of the 6 "substantial" buffs hinted at.
If I had to guess transfusion would allow the full rylai's proc, some kind of buff to tides of blood, and maybe a starting boost to his AD. Because god damn until level 5 Annie has harder hitting autoattacks than Vlad.

Hmm now that my champion list has grown so much there might be a lot more champs I care about that get changed this patch.
But who am I kidding, the only two champs I will ever play after this is Cass and Riven.

Tried lane AP Tristana. It's fine, really, but going rings instead of blades at start makes it significantly harder to last hit. It did however made me into a kind of balls to the wall yordle who jumped on fucking EVERYONE.
Just wanted to pass on some Dominion knowledge to you cats for Tuesday: Garen is pretty boss for Dominion. He can pretty much hold a point against three or four people by himself for a long time.
Why is it when I play a character, I can't do damage to anyone, but when I play against that character, they destroy me no matter who I'm playing as in a matter of seconds?
Well. Level differences with masteries/runes make a big difference. I have 12 armour pen from runes now and playing against people below 20 with no runes you can really see the difference early game. Also my Teemo with full armour/magic resist runes has caught a bunch of carries out by being surprisingly tough at level 2.
Besides that it's just build really.

Just went 7/2/4 with Eve, somehow... I think I've played her once, and I had no idea it was even possible for someone to get a positive score with her.

This annoys the hell out of me. I've ran into a number of players who are terrible and just push push push mid-lane from the get go. No last hitting, no dodging, just attack creeps and eat my spells. Yet my spells do almost nothing to them, and they can keep at it without attrition. Then Lux hits level six and I get revenge.
Edit: Changing your masteries might help you out. Spell penetration in the first tree is pretty big.

People have such a violent, negative attitude to having an Eve on their team that I don't think there's any way to really salvage the champion. She could end up being godlike after her rework and people will still bitch at you for picking Eve. Sometimes if I'm playing with pubbies I get shit for picking Yorick and his period of underpowered-ness ended a while ago. Imagine that on a character that has been sub-par for as long as Eve.
