I wouldn't necessarily say it means they're hard up - just that instead of going around to a dozen different publishers trying to pitch an idea that will inevitably get altered significantly even if a publisher does bite on it, they get to ask their fans to support them and help them make the game they want to make.
Also it's pretty damn rare for any established developer bigger than, say, a dozen people to self-fund their projects. So I don't find that too worrying.

Either way, Double Fine seems to be leading the way in innovative unexpected funding models right now.
I also like how the last time they ran out of funding they used the time to come up with random proof-of-concepts that lead to Costume Quest, Stacking, Trenched/Iron Brigade and I think Once Upon a Monster too, but I'm not sure about the last.
