I can see that. On the other hand, based on their usual use of "another", it seemed more likely they meant, "you can't pair this creature with itself, jackass".
That would make a lot of sense too. It wouldn't surprise me if they added that to the comp rules.
Just right now, since it doesn't target, there's no valid-target test on resolution to fail.
I just agree with the other folks who are saying that the ability as described is a bit confusing and I figure they'll clarify it when they update the comp rules.

Seriously, though... Miraculous Decree of Justice seems like a beating. Although if your opponent rips Miraculous Flame Wave the next turn, maybe not so much.

At minimum I'd put them in every tribal EDH deck I'm running, which would be 7 (Soldiers, Dragons, Zombies, Slivers, Angels, Elves, Vampires), but I could see putting it in all of them just to add backup protection for the commander alone.
Also hits Dark Confidant, Disciple of the Vault, Knight of the Reliquary, Noble Heirarch...
I could see it get some sideboarding.

Three extra mana to cast any creature, sorcery, artifact, enchantment, etc in hand. OR any flashback cards you might have. It's being dismissed pretty thoroughly as "the worst land in the block" over on MTG, but I think they're underestimating it.
Yeah, definitely gonna grab some of these up for trade material before they skyrocket.
Well, it certainly can't be "Feast of Blood," since that's a Zendikar sorcery. "Blood Feast" is available for this reverse Sanguine Bond (two-card-ish kill in Modern?).
