edit: chances of it being crap are higher with 10% (that is to say you are more likely to get nothing or something else bad). but that doesn't stop other ones from occasionally being duds. Usually the higher up you go the better the pay off.
Hey, so I don't want to sound brash or anything, but I'm pretty sure Baidol just played us to get his team in a great position. His team gained 100 points today, so having everyone focus on one team and not his group really helped him out.
The thing is that by all appearances nobody was interfering with the Militia before. They needed to be slowed down or they were going to pull away.

220 for 15
300 to 320 for 20% or above I've noticed

Movement blocking should either extend your move cooldown or NOT take your movement. It can potentially block movement for a total of 10 hours.
