It looks to me like Kaneski's plan is the only option. Otherwise, I could draw one more sequence card and pray that it be the four yellow sequence card, with that draw determining the game.
Alright then, let's go Kaneski's route: (2) Characterize the top sequence card (3 yellow + 3 black) using Khartoum.
(3) Move the yellow cubes from the bottom dish to the centrifuge.
(4) Move the yellow cubes from the centrifuge to the sequence card, returning two yellow cubes back to the supply.
With those two cubes back in the supply, if I counted right we can actually survive drawing Mexico City followed by Lima. We just can't survive drawing Lima first and then Mexico City, or Mexico City + Lima + LA. Let's see what happens.
Roles, current hand sizes & cards - Hedgethorn - Quarantine Specialist (4/7) - Washington; San Francisco; Los Angeles; Tokyo Preda - Dispatcher (7/7) - Sao Paulo; Lagos; Mexico City; Buenos Aires; Tehran; Algiers; Hong Kong Kaneski - Pilot (7/7) - Paris; Johannesburg; Kinshasa; Cairo; Taipei; Osaka; "Rapid Vaccine Deployment" Special (Play immediately after a cure is discovered. Remove up to 5 cubes of that disease in connected cities.) jdarksun - Medic (3/7) - Lima; Moscow; "Re-Examined Research" Special (Current player may draw any one city card from Player Discards and add it to his hand.)
LAB ACTIONS
Characterize a Disease
Process a Sample
Test a Cure
Discover a Cure
Sequence a Disease
REMINDERS
• Lab actions must be done at research stations.
• All cubes in a dish must be moved when processing a sample.
• Cubes cannot be freely returned from the lab to the supply.
• Cubes cannot be moved onto a Sequence card until it is characterized.
• Gray spots on Sequence cards must be filled with cubes matching the cure color.
• A cure cannot be tested until at least 1 cube is on its Sequence card.
• The cube removed by Test a Cure is returned to the supply.
• Different players than the one intending to Discover a Cure can characterize or test it.
• Spots of an eradicated disease’s color on a Sequence card can be filled by cubes of any color.
• Cubes of an eradicated disease in the lab can still be used to fill out spots on Sequence cards
Treat Kolkata twice putting both cubes in upper dish.
Warp myself to Atlanta.
Test yellow using Mexico city card and eliminiating a cube from Mexico City.

1. Lab Action - upper dish to centrifuge.
2. Lab action - centrifuge to petri dish.
3. Lab action - petri dish to top cure.
4. Lab action - Discover top cure using Johannesburg, Kinshasa and using "Re-Examined Research" to draw a yellow city (doesn't matter which), discarding Cairo if needed.
Think that's game. The Quarantine specialist move was pretty bitchin.

Yay! Yellow fever is cured. Now let's all go have some drinks and not think about the millions who were infected by a raging epidemic in South America, all of whom are still awaiting treatment. That's someone else's job!

So with the cube removed by testing, we should have this all sown up... just.

Test yellow using Mexico city card and eliminiating a cube from Mexico City.
Discard Therean if needed.
