I'm always pissed when a place looks like it would be neat to sneak get into but it's locked and my lockpicking is crap and there is no alternative method of entry.

The whole DC Warzone area is pretty sweet once you're level 8 or 9 though. Super mutants are pretty easy after level 6 and even the brutes and masters aren't that tough by 8/9.
how in the hell am I supposed to get to the bow to find this Pinkerton guy? The only door to it is locked with very hard difficulty. Is there an NPC with a key somewhere, or another way to access it?

Where you go to get into the broken off section:
Start at the bridge into Rivet City. Go straight across, enter the marketplace. Run down the stairs, across the marketplace, up the stairs at the other side, and through the door opposite of the door you came in from. This leads out to a high up view of the broken part of the ship, and you can jump down on the girders and other floors down to the water, jump over to the rocks on the other side, and swim through a tunnel on the right side under the water level.
i love jumping towards someone who is on another level or behind stuff or otherwise out of my reach and activating VATS and all of a sudden BAMF I AM THERE KICKING YOUR ASS

No, you just aren't using them right because you suck. Take, for instance, the 10mm SMG:
Bob and weave in to close range, queue up VATS, point gun at head(preferably not your own), kill stuff dead. good and dead.
Lather, rinse, repeat as necessary.

i love assault rifles because 3 rounds to the head kills almost anything, including super mutants
at least with commando and a non-terrible small guns skill
the hunting rifle has higher percentages and higher damage in every situation so far
