It seems strange to me that any of the mind control statuses would only have someone control half your turn. But the only explicit instruction is to pick the reaction matrix option, so I guess we should go with that. There is another status effect that explicitly controls movement.

Strange. If IC is down, you can always just roll a d6 and tell me the number. For the encounter charts, higher/lower numbers are just picking a random adjective/thing. For the encounters themselves, the +/- modifier aren't necessarily better/worse as different variants of the encounter will allow different skills to be used and have different rewards. Not really the kind of thing at which anyone could cheat a dice roll to get ahead.
