Your downsides are stronger enemies. You won't be fighting standard thugs and such. Okay so if you ramp up to level 7 you're a global threat dealing with global stuff? What's a five like, then? General scale anybody? Also, how badly do I have to science my powers up? 5 would be average, yes. Also you don't need to go into quantum physics to explain your powers, but a decent explanation is nice, just giving "He's a mutant" would probably be good enough. Say he was blasted with radiation and now certain parts of his brain when activated alter the energy constants of the world around him into blasts? Like, memory areas of his brain trigger these reactions? So when he thinks about the red swingset from his childhood he generates infared or something? Works for me, it'd be a weird kind of power in my opinion, then again, you haven't explained it in full yet. But yes, that should be a good enough explanation. Edit: OH SNAP! Well, if you guys work for opposite side, there could be a conflict between you both, because you're jealous that the other guy has powers similar to yours. And if you guys work for the same side, you could have a rivalry of sorts where you each try to out do each other, it could be a point of contention between the both of you.
