My issue with fall out 76 is the game never lets you feel strong. Like you can increase player strength but enemy strength always seems higher than yours, so you never ever feel strong. Even playing on a private map where its like my own world, I always just felt meh. I have the same issue with elder scrolls online.
I will say as one of the few people enjoying Redfall, I definitely feel stronger as I've leveled and get guns. In co op or solo, but again I'm on an island alone here I know.
