    In the context Kuhn meant it, he wouldn't have been stating a broad philosophical truth but trying to explain eiter the utility or selection of scientific models. Which makes sense. As any scientist will tell you, a new theory need not be true to be useful as long as it better describes reality as compared to previous theories.
