I would first like to apologize for the distinct lack of details i am about to provide.

the main character was a bald reporter i believe he had two different colored eyes--one of which may have been green. and he had glasses.

it was set in a 'dystopian' future (what isnt?)

Are you talking about Transmetropolitan? If so, then you are referring to Spider Jerusalem. He didn't have two different coloured eyes, but his glasses had one red lens and one green lens.
