Hey, is there an easy way to do a Vista-XP downgrade legally, for free? Does Vista automatically come with an XP downgrade when you get a new computer with it these days?
1) If you bought the right version - OEM Vista business or Ultimate - you can get a free downgrade from the vendor. Dell ships vista and xp media when you do that. Other editions or retail copies don't work the same way.
2) Yes, it's included in the price. Well, from Dell anyway. I'd think the terms at other OEMs are similar.

It might be easier going the other way honestly. If it's a recent purchase- Win7 upgrade might be free with a new computer. I've read going UP to windows 7 is fairly painless.
I'm going up on my secondary gaming machine when my pre-order comes through.
Call your supplier and requests a downgrade to Windows XP. If they do not offer you that option you would need to buy XP from a reseller.
