When I'm scout trying to get healed I still try to keep moving, I just run in a really small circle.
Because I swear to god if I stop for 2 seconds to get healing I will get sniped or backstabbed or burned. Basically if I don't be a twitchy fucker I will die.

So you are ignoring them, because they are using a weapon you don't want them to use? Mmm yes, lets force people to use certain items, because others on the team don't like some of them. Nah, that makes you sound like a douche, what they are using really shouldn't determine whether or not you heal them, or say 'Heh, I don't like the weapon you are using, so I'm not gonna heal you, change your weapon and I will though."
EDIT: Let me clarify actually, what they are using shouldn't determine if you heal them or not unless it helps them survive, then you can leave them and take care of those who cant help themselves aswell.
And really, if they are terrible they should still get healed. If you are healing enders, and another heavy comes along needing health, you should heal the other heavy too, rather then saying "Man you are bad, im better off healing enders because he is better then you." Medics are there for a reason bud, to, you know, keep the team alive.

Yes. If you're using the backburner you can't airblast/juggle ubers, you can't put out burning teammates (especially medics), and you can't reflect projectiles which can be pretty useful if you're someone who can reliably do it. I suppose there is also blowing stickies away from sentries, but they don't travel far enough away for that to be very useful unless it's off a ledge or they weren't well placed to begin with.
You also can't push people off the catwalks at point E on steel

They'll get healed, but the sniper/spy/pyro/whatever who aren't even visible on the scoreboard (and have been present since the game started) are going to be lower on the priority list than someone who hasn't been proven to be made of 99.9% fail. You know, like the demoman who fail to take out any sentries when you give them a uber and sometimes don't even follow you past the doorway despite verbally letting them know you'll be giving them the ubercharge and letting them reload first. Instead they run off, presumably to use a pipebomb as a masturbation aid.
And no, I don't check the scoreboard before deciding who to heal. It's not hard to identify the lemmings without it.

It's a good thing I don't stick to healing one target. If people aren't actively getting shot at I'll finish healing Enders and then the other heavy. If Enders was being shot at the other heavy can go find another medic/a dispenser/eat a sandvich until Enders dies or whatever is trying to kill us is dead, at which point I'll top him off again and go heal other people. After all, a heavy is a big target and people are shooting him instead of other teammates so I'll try keeping the meatshield alive for as long as I can.

No, it's more like I die from afterburn (or see other teammates die from it) and see why that retarded pyro didn't even try to extinguish me, which is even worse when I'm healing him. If it's just a retarded W+M1 pyro then either myself or other teammates enlighten them of the glory of MOUSE2.
