For starters, they should try
1. increasing the flamethrower distance for both weapons to the airblast's distance.
2. make the airblast 'fire' as fast as the rocket launcher fires
3. make the airblast cost 20 ammo
4. give backburner pyro medic speed
and then see how that works out
You forgot points for putting people out, 1.5 points for headshots like every other class, and making reflected projectiles go where you are aiming instead of I don't even know how it's determined.
Also, giving the Pyro reduced self-damage on a reflected rocket. It does ~70 right now, when it should do ~30
and a sniper can never one shot a heavy because there is no point in a heavy's life where he isn't being overhealed
A fully charged Sniper headshot does exactly 450 damage, which just happens to be the exact health of a fully overhealed Heavy. This does in fact imply that it is entirely possible, as my anecdotal experience as Sniper have given me reason to believe, that a Sniper can kill a Heavy in one shot.
Also, the backburner critting from behind shouldn't effect his regualr crit chances.

edit: Shotgun at range does about 10 damage a hit. I know this from experience. Flare gun does like 30 or some weakass shit. Shotgun fires at least three times as fast as flare gun, is hit scan, but doesn't like people on fire. It's kind of balanced but scrubs would probably go with the shot gunhhhhheh
To be honest, I would probably try giving the Pyro 25 or 50 more health, and make the Backburner deal more afterburn damage per tick over a shorter duration. It's not an ambush class because it doesn't have the escape methods an ambush class should have (see the Spy or the Scout), it's a close combat class that doesn't really have the health to back up the damage you will take in close combat.

Honestly, the pyro feels ridiculously vulnerable. Unless you're a pro with rocket reflects, soldiers, heavies, sentries, and scouts generally wtf own me as a pyro, and it's an even battle with other pyros. Granted, I'm kind of terrible. But it really does feel like I'm something of a glass cannon, except my cannon only works in melee range.
I would advocate a +25 health increase on the Pyro.
But it minicrits if they're on fire for more damage, and it lights them on fire otherwise. It's p cool.

I shot a random flare into a random corner last night shortly after the round started, and lit up a spy who was trying to cross the map. It made me feel like a badass, even though it didn't kill him. Just messing up his plans was victory enough for me.
