There were numerous aspects of both expansions available at the release of 2.0 and 3.0 without even having to buy the expansion. I don't see why this trend won't continue with 4.0 and Cataclysm.

Humm , i'd say that new races won't be available but the classes will. DKs were a feature of WOTLK, this is just a redesign of the current class system.

There's the important part. Though by leveling mining first and saving everything you can you should be able to significantly cut down your gold expenditure.

Not saying that we would get access to the new classes in 4.0 - I think it could go either way, there, although I'm currently leaning to 'we will' - but it's helpful to highlight the distinctions between that situation and this.
(On which note: I wonder if 4.0 will therefore open Azuremyst/Bloodmyst/Ghostlands/Eversong to everyone? Presumably - with the revamp of the world - those zones would no longer be behind instance portals; it'd be weird if you couldn't fly from EPL to Ghostlands without going through the portal. They'd need some other mechanic to keep people on vanilla out, but I suspect they might just decide not to bother)

Just keep in mind, you only need 535 defense for Heroic bosses to be crit capped. So if you're already there, don't worry about buying a new shield to run for another one.

No, because defense after the cap continues to add extra avoidance
Edit: It's a little misleading when we use the word "cap". What we really mean is that is the minimum you need to remove critical hits from the table. It doesn't mean that 540 is where defense stops.
That's why it shouldn't be called a defense cap. 540 is what you need to be uncrittable, it is not a cap, more like a minimum. Now after you hit 540 you shouldn't exactly be stacking defense, but you will still get the improved avoidance benefits above 540.

Cap is a misnomer, it's just the minimum you want to have to be uncrittable, 535 for Heroic bosses, 540 for any Raid bosses. You actually still get some miss, block and parry for points of Defense over the minimum, so it's not a complete waste. Isn't exactly worth outright stacking, but having some room may be useful when you get a new piece that has better stats overall but less Defense so you don't go below the 'cap'.
If you want the actual math 1 point of defense is .04% dodge/parry/miss/block. It takes ~5 defense rating for 1 point of defense. So if you're napkin mathing you can look at ~40 defense rating as 1% avoidance, since 40 defense rating is about 8 defense skill, which would give .32% dodge/parry/miss. This is all still subject to diminishing returns, but it works for estimation.
Also, should Dodge ever be taken into consideration with itemization?
Do you mean "should I gear for it"? If so, then yes; it's one of the best avoidance stats available. Given the choice, I slightly prefer agility (it's almost as good as dodge for avoidance and gives a little bit of crit and a little bit of armour), but many tanks consider dodge as the top stat.

You're making the wrong comparison.
BE/D weren't available with 2.0.
DKs weren't available with 3.0.
Goblins/Worgen won't be available with 4.0.
Races/Class combo for existing Races and Classes will be availabe with 4.0. In the same vein that the talents from 2.0 and 3.0 were.
Just keep in mind, you only need 535 defense for Heroic bosses to be crit capped. So if you're already there, don't worry about buying a new shield to run for another one.
