On the other referendum side, please tell me that the people in Maine were smart enough to no vote for TABOR?
They were.
That's good. TABOR is one of the bad pennies of American politics. And the sad part is that it's only one part of a tripartite plan to utterly fuck over states.
69% reporting and nearing a 2 point spread. Looks like gays are getting fucked in Maine for now, but not while in mutually loving relationships with respected rights.

That's Tibor. It's a Taxpayer Bill of Rights. Ie preventing the state from funding programs through taxes.
Basically, what it says is that the state has a static taxbase. Any tax increases can only be done in conjunction with inflation. Which sounds great - until you realize that things like healthcare spending is increasing at three+ times the rate of inflation. Which means that the state ends up having to cut back on services.
Colorado passed the original TABOR in the early 90s. A decade later, thanks to the damage it did to the state, they had repealed it piecemeal.

It's conservative/libertarian legislation; it's not supposed to make a lick of sense.
The scary part is that it's supposed to be combined with two other bills - a bill making recall of judges a simple matter, and a bill that makes zoning regulations a "taking" that has to be re-compensated.
