I specced out of it when I started using Sonic Device alot as I noticed it triggering less. Partly because things died so fast and partly because a decent amount of time stuff died from the sonic damage and not my bolt. Otherwise it is fantastic. I still had it during my first foray into Stronghold (solo) and blasting into mobs of 20+ minions was a little piece of lightning fueled heaven.
I have been playing the game a bit but I have found it a bit boring just playing by myself. If there is any sort of PA chat channel or anything where you all congregate?

Yeah... if they have the end for a near-full blast, force cascade will mess you up. Chest beam can also be an unwelcome surprise. And, if you're ever hit with a fireball, run out of site/teleport. They're about to set you on fire.
There's actually many ways to one-shot things via alpha strike (nearly all of them involve Imbue + Energy Form Clicks + Avenger Stance + T3 fully charged power (Force Cascade, Chest Beam or Gigavolt). If you have debuffs on you already (they stack) you are much easier to take out (thus the two-shot concept).
Don't read the below unless you want to become broken:
Here's a hint, go to the Test Server and level up to 40, use the free retcon (pick Con and End as Superstats and pick up the appropriate gear from the vendor outside): Try Imbue (R3) + MiniDrive (w/ RG advantage and R2) + Ice Form (R3) + Avenger mode/stance + Fireball w/Unstable Accelerant. Follow up with Heat Wave (w/ Engulfing Flames + R2) (or Conflagration if you want to AoE). Cry. Debuff stacking + bug with Unstable Accelerant allows for Maintains to count as DoTs = broken OP. And the Imbue crit stacks with the debuff from Unstable Accelerant and Minidrive with Reciprocating Gizmo (Imbue ~ 180% increase * MD (RG+R2) ~ 140%* Fireball (UA) ~ 178% = 449% increase in damage). Now add your personal buffs (Ice Form ~48% depends on gear) + Avenger Form (~20%) + Science crafted device for +100% buff for 120 secs + clickable Energy Forms... Trust me, you don't even need personal buffs to two-shot players (let alone with). Now Cryptic is "fixing" Stealth as a passive on the test servers. You can do ALL of this from any Z-axis direction on your opponent without them seeing it coming.
If you are level 40 and are having troubles with energy, slot the appropriate 50% power-cost craftable secondary-slot items (these also stack so you could use two of them). The trade off is you lose a few percentage points off of Imbue and the Energy Form.
For lower levels, fill your energy bar to full, turn off the energy builder attack, click Minidrive (w/ RG advantage) + Chainsaw Guantlet. For some reason, the debuff stacks every 2 cycles and increases exponentially making for obscene damage numbers for no reason (you need lots of endurance/full energy bar to abuse this but it isn't terribly hard).
I thought I'd also mention the 10% proc on Aspect of Dragon debuff...when it works, you can obtain single hits with Chest Beam/Force Cascade and full debuffs/buffs nearing 100,000. (It's hard to test because the test dummys die long before you can finish your debuff stacking so my numbers are theoretical only)
Everything for one- and two-shots abuses the debuff mechanics multiplying with other debuff mechanics (or just bugged maintain powers) and then stacking with your character buffs and auto-crit with Imbue power. Add in Avenger stance and plenty of easy-to-obtain gear...you see where this goes.
Now click 'Hide Spoiler' and never read this again. Just know that it exists and that it's the reason half of the legit feedback occurring on the CO site forums for the past few months is being ignored (STO? the reason). Forget about STC or WTK? being broken, it's not really a problem when compared to debuff stacking/perception stealth/energy drains/chain crowd-control griefing through knockback/up.
I'm digging it and I don't even have a "spoilered" build that makes you cry.
Will there ever be a time that powers act differently in PVP than they do in PVE?

They have stated that they do not intend to do such a thing. I don't have a problem with balancing the game around PvP builds, but then you have to balance the WHOLE GAME around it, and continuously.
Great if you can swing it, but I question if they have the resources to keep up that kind of effort. No one else I can think of has even attempted.

The problem is that even without PVP alot of these skills would still be incredibly fucking overpowered.
When someone can three-shot the equivalent of an even level group dungeon boss, with two attacks being buffs/debuffs, something is incredibly wrong with some of the skills they've put ingame.
The only change I would like to see right now is for munitions animations like Two-Gun Mojo. The shoulders should be unlocked so that you point the guns at the target instead of straight ahead.

PvP is not the problem in CO. It's just the PvP crowd (the biggest min/max'ers of them all) finds the most broken aspects of the combat system.
While I agree, PvP appears to ruin the game because the focus goes into combat issues (dev post and discussions) and not design/content improvements on the forums; it would appear that PvP is the root cause. However, a game without PvP would mean the most broken combat mechanics would only be shared amongst the privileged few eggheads (and information passing would end there). [Yes, I just called myself an egghead]
The discussion is really about a distinct difficulty bar set by the devs (which has been increased dramatically) since beta which has led to these more recent 3-4 updates of nerfs. And this Cryptic initiative began with the opening-day release nerfs which were clearly not PvP driven. The nerfs have just snowballed from there (with PvP discussions of combat mechanics driving a fair portion of what to target next)...but it showed a clear drive by the overall dev team vision to slow down the pace of the game (for BOTH PvP and PvE).
And as an example of recent nerfs made to chain knockup/back in the Winter Event, these were not PvP driven. Cryptic didn't fix the PvP issue at all as you can still grief someone nonstop with chain knock-mechanics. Cryptic specifically only made supervillians+ immune to this broken combat-mechanic because it made the PvE content too easy.
And to help clarify the matter, the PvP developer (there is only one PvP designer assigned to CO right now) has virtually no influence on the combat mechanics developers (test server) changes made in CO. Or at least the PvP developer explains this over and over on the CO website explaining why STC can't be balanced for 2+ months in PvP because it hurts PvE balancing.
I would say the nerf-everything culprit is a different reason altogether: the developers needed to slow down the pace of the game because CO lacks a lot of design-content (compared to many competing MMOs) needed to retain subscription base. To exacerbate the issue, CO development team sharply declined in numbers to push out STO in Q1 in some reasonable form and/or push out this 'intense' Q1 2010 Champions Online content patch.
We'll know the answer to where the high-quality developer resources were placed very shortly at Cryptic. If you've seen STO, I'm pretty sure you already know.

So? I don't care... let the "privileged few" ruin the game for themselves. It won't ruin my enjoyment of the game. The "silly geese" that cheese the game will not be challenged and will be bored and quit and nothing they do will affect how I play the game. If I find something too easy, I look for something more challenging. In CO, I seek out quests at the highest level the game lets me take and with my current build, it's suitably challenging as is. I don't need pvp'ers ruining my fun because they whine the loudest and cry about every single damned power they don't use that kills them and never say a damn word about their own "OP" powers.

All the balance changes, ALL, are basically to make the powers not be over or under powered in PVP.
They are basically no longer paying attention to PVE balance anymore and it's all "FIX THIS POWER IT ONE SHOTS ME IN BASH"and shit.

What causes you not to be able to use your block ability? I know there are powers that stop your travel powers but blocking?
The problem is that even without PVP alot of these skills would still be incredibly fucking overpowered.

Any power with the Crippling Challenge advantage prevents blocking for a limited time.
