Bah, I thought I had a 5 card limit, myself. I'll add that to blunder list along with thinking peasants count as enemies.
Only one with a 'limit' is Tzeentch, as he doesn't draw new cards, but draws up to 5 cards each turn. In other words, Tzeentch really shouldn't hesitate to throw all his cards on the field each turn, cause they will all refill, whereas the rest of us bums get 2 at a time.

Wow, really? I totally missed that part of the rulebook, I thought it was any figs, heh.
A lot of the strategy in the game comes down to which cultists will be allowed to live to the Corruption step; for most of the gods, cultists are the engine that drive everything (cheapest figures for domination, major VP from ruination, dial ticks from getting two points of corruption in the right region).
