The only situation I've seen that is comparable is one time when Khorne got zero dial ticks in the first two turns.
If I were you I'd totally be crusading against Nurgle at this point.

Khorne, if I were you I would give serious thought to spending the 5 points to dump your Bloodthirster into the Empire. If nobody challenges Tzeentch there, he can bring his cultists over from Norsca or Troll Country along with a warp stone or two and ruin the Empire, getting 13 points and a dial tick along with it. He'd be more than halfway to 50 victory points.
Plus I don't think there's much chance of everybody leaving the region, since it's so close to ruining, so the points wouldn't likely be wasted.
I can't say for sure that's what I would do were I in your position, but I think you should give it some very serious thought.
