Yeah, it doesn't necessarily hurt Tzeentch, but 9/6/0/0 points is a big difference from 9/0/0/0 points.
Actually, if you, with your last power point, had summoned your controlled Acolyte from Norsca to Kislev (possibly carrying a Warpstone with it, though not strictly necessary), you would have accomplished the same goals in Kislev and prevented Norsca's ruination altogether. Whether or not that's worth more than 6 VP to you is your own decision
