Aside from the fact that it had a few good quest lines (and a few good standalone quests), I don't see the problem with that argument. Saying that it doesn't suck doesn't mean implying that it lived up to all its promises. It just doesn't suck. Actually I'd go so far as to say that it was good.
And people complaining about needing mods, you take any game that is as easy to create mods for and you will have 1000s of mods for it that tweak everything and make it better, no game would be exempt from this.
I will never understand anyone that says Fallout 3 had a bad combat system. It actually had shooting that felt visceral! A stealth system that (mostly) worked pretty well! In an RPG! Scary monsters!
Way to point out single largest problem I had with it. The shooting is clunky, even compared to Mass Effect, and other than melee weapons, you're limited to 1 of each archetype with a unique version which has a different model and slightly different stats.
But seriously, if people don't want to be labelled as insane NMA lunatics, they need to stop using words like "betrayed" when talking about fallout 3. Because language like that is absurd when talking about a video game sequel.

Ha, I always wanted to play Cubivore, but the one time I found it in the store, one of the employees had stolen the disk. My new housemate owns it, but I'm afraid that it would be disappointing to actually play it at this point.

I'm going to put Deus Ex at its rightful place of #1, and Majora's Mask will claim best N64 game at the very least.
Any series of games that doesn't have one entry that is clearly superior to all the others will suffer greatly for it. Halo, Total War, Elder Scrolls and so on will be a lot lower than they probably should be.

After falling to get to grips with Metroid Prime's controls on the Gamecube I've recently been playing Metroid Prime Trilogy on the Wii and now after a mere 7 years after games original release I'm finally starting to realise the true genius of the game

Resident Evil 4 listed much lower than I expected, but at least I don't have to roll my eyes over Deus Ex being number 1. So tired of people gushing over that game.
Mostly because I never played it. And no, sorry, I don't expect to give it a try anytime soon. I've got enough modern time-sinks to focus on.
I'm not pissed about the choice. Personally I enjoyed Left 4 Dead more, but I also know it wouldn't have existed without Half Life 2's Source engine. Ditto Portal.
Thing is I can't just say HL2 was the best game, because my experience came from The Orange Box, in which I highly enjoyed all three HL2 games along with Portal and TF2.
If The Orange Box was a choice, I would've probably named it game of the decade.

Glad to see a Smash Brothers and SotC made it. Only surprise on the list to me is Portal being really high. It's a great game but damn.
