Looking for a super-cheap tv out solution

So I'm building my sister an HTPC from spare computer parts and I found a motherboard without an AGP port. Anybody know of a super cheap PCI video card with TV-out? Or, alternatively, anybody know of an alternative solution? Note that she has an old tv, so VGA or HDMI or DVI are a no-go. Looking for video or s-video only.

Here's a $35 one at Newegg with s-video out. The newegg search filters can show you other options; you can limit it to PCI and S-Video.

Found a bunch more for just $15 but they're all AGP.

Just to be be sure, this is the OLD kind of PCI, right, not the newer PCI-16 or whatever it's called?

Looks like it. My newegg search limited it to PCI, not PCI Express. Here are some more PCI card with s-video that turned up:

That last one looks like a better option. It's PNY, which I trust more than HIS (which I've never heard of) and since it has free shipping it might actually come out cheaper.

The second to last one is from EVGA, who I've always had good experiences with.
