help! Motherboard or CPU or power supply problems.. something

I have no idea how to begin to diagnose this problem. I got a motherboard... when I plug in a power supply and hit the switch on the power supply, the fan on the power supply begins to spin. However, the fan on the CPU on my mother board remains motionless and the power switch on the case is unresponsive, despite being connected. The power supply fan just spins and spins and spins. When I flip the switch to off on the power supply, the CPU fan jerks for a sec then quickly returns to being motionless. This is only when I turn off the power supply, not turn it on.

I am baffled as to what could be the problem. Is it a dead CPU? A busted power supply? Dead mobo? Any advice?

    I suspect it's the PSU, but cannot be sure. Is there anything you can connect to the PSU without CPU in the middle? A simple casing fan perhaps (fan should move when power is up). Or an internal DVD drive (open-button should be responsive when power is up).

    How about the extra 4-pin connector that goes into the motherboard near the CPU?

    My guess would be either the 4 pin as tsmvengy said or that the motherboard is contacting metal somewhere and shorting.
