I'm inclined to think that higher levels are better, which makes sense in some cases (e.g. my own skills increase in level when I get a new rank, and the stats improve), but in others there seems to be absolutely no difference at all (my Engineering BO has Reverse Shield Polarity I and II, and they're identical).

in the case of Torpedo: High Yield, High Yield I launches two torpedoes, II has three, III is a salvo of four. whether High Yield III deals exactly twice as much damage as I, I'm not sure.

There's a bug where upgrading BOff skills causes the description popup window to claim that the skill now takes longer to recharge. AFAIK this is a display issue only, and in fact the skills recharge faster in spite of what the window says.
so anyone have a buddy pass from the collectors edition they want to PM me? i'm desperate to try this game out but i've been burned haaaaard by MMO's that look awesome, i drop the upfront and HATE IT

I'm planning to go Assault Cruiser strictly because I think they look better. Shallow, but if I'm going to be staring at the ship for long periods of time, I want it to be one I like the look of.
I might try to get both and see if I can customize the Star Cruiser to my liking, since I'd really prefer an extra Science BOff to another Tactical BOff. But I really like the look of the Assault Cruiser and from what I've seen I don't like the look of the Star Cruiser.
So is it just me or do Public Quests / Fleet Actions not give XP on complete?
I get the XP from individual kills while doing the mission, and then an item at the end, but no actual XP reward unless I have the 1-time quest that requires me to hail the guy from starfleet to turn in, but then cannot repeat.
I get the same thing in the DSE where you need to kill 8 groups of enemies, where completing it wont reward XP until I've completed all 3 and turned in the quest to Sulu.

DSE's are odd. They seem to change from patch to patch. Last I checked back in beta, Fleet Actions are on a timer for when you get SP for doing them again.
DSE's at release were one time things for me. Which was helped by the fact that you could zone in to a shard that had already completed the event and get credit for the quest instantly. Not sure if they've changed to be repeatable in the last few patches, as I haven't checked.
A general rule of thumb for DSE's is to check to see if you have an Ops message, or a message from the enemy type that the DSE supports. If you do, you can click on it to get a quest for EXP. If not, you're SOL and had might as well leave the instance.

That's what's worked for me so far. Make sure you aren't in combat too, as you don't get Ops messages if you are.
As far as I can tell DSE's are severely screwed up at the moment. I can't even figure out how to get the "Defend XXXXX Block!" missions to work.
Fleet Actions work like Public Quests. Anything you do related to the FA automatically gives you contribution which will be tallied up at the end of the FA, giving you tiered rewards and SP depending on your rank in the contribution listings.
It's the exact same system that CO uses. The highest ranking contributors have a fairly good chance to get a blue, or later on, purple item from FA's as well. Some of those items are absolutely insane, like a phaser that bypasses shields through the use of an easily refreshable DOT that directly hits HP over time.
On top of that, you can get quests from Admiral Grigori that involve completing FA's, which gives you double to triple the normal SP, along with extremely rare/good items usually.
Grigori's quests also sometimes unlock new FA's upon completion. For example, at the moment, the only way to get access to a ground FA early on in the game is to do the Laurentian space FA, which, upon turning the quest in and exiting to the sector map, gives you the option to land on the planet and do the ground FA in the system as well. So it pays to do his quests whenever they become available.

I like public quests, I think they're a nice addition to MMO's. But in STO it seems noone ever directly communicates, and instead waits for the first ship to move out of the blob to another target. It's like watching a bunch of insects.

Also, fleet action spawns seem buggy. I spawned 150km from the current objective at one point. And it's annoying that you can't see far away friendlies in the sea of hostiles, you often see lone ships being lost.
This can go wrong too. I sometimes feel compelled to push the swarm, but as an escort, I cannot be the first to go into a 6 cruiser spawn. And the spawns get split up.
If you need to aggro such a group without tanking it fly just within 10km of it fire a few shots and then turn around and use either full power to engines or evasive maneuvers to get outside 10km range again. Usually the other players if nearby will think you tank it and all swarm on the group and if they don't well you're still safely out of range and have time to get away or even pull the group on to the main player swarm.
Okay, here's the definitive answer on using DSE's to level since I just figured it out yesterday and it is fucking awesome.
Step 1: Accept the mission "Defend the Sirius Sector" from Sulu. I believe you have to hit LT level 3 or 4 for him to offer it to you. The Sirius sector is the zone the Sol system is in.
Step 2: Find an enemy contact. Zone into said enemy contact.
Step 3: If people are inside and the zone isn't resetting, complete the DSE
Step 4 to Step Pass out on the keyboard: After completing said DSE, look at your minimap. On TOP of it should say the name of the area your in, we should be Deep Space Encounter(Which is where DSE comes from). Click(or right click, I forget) on the actual lettering. A little box should pop up with the option to change instance. Click on it. It will then bring up a list of every single active open DSE on the server. I recommend joining one with 4 players already in it, but 3 is fine during off-peak times. Instance "hop" until you find a DSE that is already in progress. Complete said DSE. Rinse and Repeat till you've done in 3 times and completed the quest. Call into starfleet(Specifically Sulu), complete the quest, then pick it up again from him. Rinse and repeat.
I went from level 4 to level 8 in about 2 and a half hours. It's hilariously good exp, especially since you don't have to be in the entire encounter to get credit for the mission.

I think Evil Lincoln is going to be taking an extended vacation from this game. After two weeks of off-and-on play I've pretty much exhausted all the current content. It's a fun game, but seriously- there are about 45 episodes and that's it. Past the mid twenties there is simply nothing to do other than patrols, repeatable explores, and DSE's, none of which give anything interesting at the higher levels. The art direction is nice and shows some promise, the writing is good and I love space combat. But there's nothing to keep me invested until they add more content. Hopefully I'll be back as soon as they do.

BTW, how do I turn off grouping in instances? i.e. when I go through the Lackey set of missions again, I don't want other people in the instance with me, because the damn thing becomes impossible with two retards in the mix who don't know how to focus fire. How do I turn that off for a bit? I seem to recall that was possible at one time, but I'll be damned if I can remember how to do it.

Press O to bring up the social window, and there should be at tab about team settings or something like that. In the Team Default list of options, change the Looking for Group mode from Open Teaming to Allow Group Invites. You might also need to change the Team Join setting as well, not sure.

The part where you say "Pass out on the keyboard" implies that you are encouraging people to afk at the spawn point while other people do the work for you.
DSEs aren't any more mind numbing than any other part of the game. I mean, does it really matter what circumstances you are killing X amount of enemy ships in? Because that's basically what you do no matter what type of quest you're on. DSEs are just the most honest about it.
But if you run a Fleet Action, its always "Kill a shitload of enemy ships." If you run a patrol its always "Patrol this sector and defeat enemy squadrons of ships that are harassing the region." If you run an exploration mission its "Oh no! This science installation is under attack. Defeat waves of enemy ships to protect the base." And if you run a story mission, every story arc I've ever run always begins with a mission to clear out a bunch of ships around a planet. Every time.
So I'll say it again. DSEs are no less mind numbing than anything else. Its all just space combat. DSEs just drop all the pretentious story elements and distill it down to pure action.
As a caveat to all of that, I enjoy the space combat, and I do not mind DSEs for the simple reason that it puts me into the action very quickly.

You are building a road between two cities ten miles apart. You have a $50 million dollar budget and it costs $5 million to build a mile long stretch of two lane widths. Logic would dictate that you would build a one lane road ten miles long.
Cryptic instead built a two mile long road with nine lanes going one direction for the Federation and one going the other for the Klingons.
Imagine if Blizzard had gotten through coding VanCleef and said "Ok, done."
Hopefully they'll add content before they start losing subscriptions.
I'm far from done with this game, and I plan to play through at least engineer and tactical, and then either science or KDF. If there's nothing added by the time I'm done though, I'll cancel and wait for major updates, if they ever come.
I was honestly shocked and amazed that they went forward with their Feb 2 release. They must have been under incredible pressure from Atari or perhaps CBS. As fun as the game is, which I have been having a really fun time with it, it is still in no way ready for release even now.
The fact that they made last-minute sweeping changes to the leveling system a week before launch is indication enough that the game isn't ready. Nevermind all the bugs, graphical glitches and lack of content for the upper levels.
I sometimes feel a lot of sympathy for developers. I have a feeling that Cryptic are probably in a constant state of crying softly to themselves right now as they scramble to do everything that needs to get done. Their coders and grunt employees are probably working very long hours right now. And I can guarantee you that it wasn't their decision to launch. It was corporate pressure from above.

I'm not saying DSE's are bad, of course. I usually alternate between the two. Can fit two or so DSE missions while waiting for my explore to refresh.

They announced a fix is coming up for that. Unless that was from that fake planned patch thing that someone quoted in here a few pages back.
I was the one that posted that and if you would fucking read what I posted, nowhere did I say it was a patch. What I posted is a THREAD that I found over on the official boards in which people are posting their own personal desires for short, mid, and long term changes to the game. Its a feedback thread. What I posted was my own feedback that I submitted. And yes, part of my feedback was that I want to see a fix for that.
And I clearly stated in that post that it was my own quote in a thread on the official STO boards.

I think I read a few pages back that there's a fix for that. Someone linked something from the official forums. Can't find it right now...

You are building a road between two cities ten miles apart. You have a $50 million dollar budget and it costs $5 million to build a mile long stretch of two lane widths. Logic would dictate that you would build a one lane road ten miles long.
Cryptic instead built a two mile long road with nine lanes going one direction for the Federation and one going the other for the Klingons.
Imagine if Blizzard had gotten through coding VanCleef and said "Ok, done."
I'm far from done with this game, and I plan to play through at least engineer and tactical, and then either science or KDF. If there's nothing added by the time I'm done though, I'll cancel and wait for major updates, if they ever come.
The fact that they made last-minute sweeping changes to the leveling system a week before launch is indication enough that the game isn't ready. Nevermind all the bugs, graphical glitches and lack of content for the upper levels.
I sometimes feel a lot of sympathy for developers. I have a feeling that Cryptic are probably in a constant state of crying softly to themselves right now as they scramble to do everything that needs to get done. Their coders and grunt employees are probably working very long hours right now. And I can guarantee you that it wasn't their decision to launch. It was corporate pressure from above.
