It says what it does in the OP: two random dwarves get roleblocked if there is not enough booze. In the game it just makes your dwarves work slower.
It seems you are correct. I was under the impression in the game, that if your dwarves go without booze for long enough the get depressed/angry/etc. I've never let that happen though, so eh.

I'd like to see a plan that goes beyond decently-thought-out-but-still-kneejerk reactions.

Oh, and since Law now kinda scares me, I retract my vote for TheLawinator as sheriff.
I can see where that would be an issue, but literally all I did was incorporate the line i'd written and respond to whitewolf's new post in one post instead of two.
Also, if ahava is going to use the expedition leader position to try to interrupt goblin actions or sniff them out, please use the booze production for the most suspicious players. Better to have a couple of dwarves without booze than to lose a random dwarf to starvation.
I'm not certain on this. Remember, when dwarves don't get booze, they get Angry.
Also, the goblins know this too, so if booze production isn't vital, why would they risk not gathering?
Because it would interrupt them from doing whatever shit goblins do? Supposedly they have individual actions, as stated in the OP.
To my understanding it is a lot riskier for the village to go without food than booze, and if a goblin decides to spike our food then we lose an extra random dwarf instead of just being bummed out because of the lack of booze.

Knowing the reaction it would have caused, I guess I wouldn't do it again though. The whole blown out of proportions thing. Ok, I've worked some things out. I don't think we should vote jackisreal out tonight, but we should keep an eye on him just in case. We should not make him a sheriff though, that is too risky.
We need another choice for a bandwagon though.

I'm still waiting for a miner to contact me, but I don't necessarily need them to any more, if they don't feel like trusting me. It's not as imperative as it was a bit ago.
