We're in the middle of a bitter war with uncertain allies. An open borders policy seems like a foolhardy way to ensure economic security. Rather, it seems to be an open invitation to wholesale plunder of our advanced economy.
As Civ IV is one of those "mention it and someone, somewhere will reinstall it" games, and I've never been very good at it, I was wondering if there was any good online source for tips and such, paticularly the default AI behaviours of the Leaders and general strategies?
Oh, and while I might be a mere army grunt, I suggest focusing espionage points on the tech-loving civs to soften them up for stealing thier research.

Though the basic way things work is: get bronze working as fast as possible, slavery, whip out an early game military (generally axes, unless you have a chariot unique unit like we do, and we'll still be using a good number of axes), slaughter your closest neighbor and work from there. The capitals are guaranteed to basically be the x best city sites on the map, so having two of them (and more land from the elimination of a neighbor) is a tremendous advantage.
Also: ALWAYS kill Isabella. She is an irrational zealot.

It's really situational. Ideally you love every city to be size 20 and have a plethora of workable tiles, but ideally doesn't happen in Civ.

Do you have enough health and happiness resources to achieve that? Are you willing to sacrifice production time on health/happiness buildings in order to achieve this goal, at the expense of putting out units?
Also keep in mind how long it will take to maximize every square in the BFC, not only from a worker turn perspective, but from a simple growth perspective. Unless you have multiple food sources and tons of grassland, chances are its going to be a helluva long time before that city uses every square. In the mean time, a second city could be using those squares right now and for the next 100+ turns.
I avoid overlap in my GPP city and my money/beaker cities, if only because they will cottage, windmill, or farm every tile in the BFC and the multipliers make a huge difference when your base commerce is awesome. Otherwise, I am all about capturing needed resources or key pieces of land.
Looking at the terrain of Los Wangeles, it seems like we won't have a commercial powerhouse for a bit. With that in mind, once we complete the granary we will defer the library for a bit in favor of a "horribly violate Portugal with war horses" approach. Specifically build a barracks and build chariots until we start to get the city's tiles improved.
I also like the idea of having the barracks there in case the Mayans get too big for their ball courts/we kill them for fun and profit.
Well, between that plan and Mr. mrt144's queue, we'll have quite the army for the new cabinet to play with after Update 3.
Things I need:
A chief spy! If no one else comes forward I'll just appoint Judgement the head of all spycraft.
Tech trades from our chancellor. We will be refusing open borders, who shall we trade with and what can we afford to give up? If he requests them, I can make some screenshots of our options.

Mid-day Update: For the Chancellor's Consideration
I think the choice is obvious, but some other things are noteworthy here:
Brennus has a variety of deals: giving up food techs for all three seems like a good plan. But it's up to you.
Pacal won't trade us Mysticism, but will let us get our resources if we give up Writing (dude likes his culture).
Shaka is being an asshat, as usual. And has Iron Working. Iron Working Zulus are not good. This could get messy.
Joao hates us.
Louis will give us a couple crappy techs for Animal Husbandry, note that he has Iron Working.

Interesting...Imperfect, which deal would you take? I like getting all those ones from Brennus personally. Do you have the glance screen, enlightenedbum, so we can see relations between everyone?

Tokugawa is just an isolationist jackass.
Shaka and Monty are predictable bastards.
Isabella is just insane and must be destroyed at all costs.
Yeah, in most games Isabella is the only one who is irrational and has the potential to get big.
Also: Madrid is almost always a holy city, so you get that in the deal too.
