Out in deklein you can salvage after other ratters, or pop over to venal and do some level 1 pirate missions. Most fun option is to ask me for some isk and go get shot up over in xx9

Last night I was running a cyno alt all the way between Jita and Dek a couple times. You might be able to make this route if you fit up a condor/stiletto with istabs, nanos, and an mwd.
If you're leaving from the forge, set your dest to 15W-GC first, then once you get there, set your dest to N-TFXK. This route should run you through forge low sec, and then tribute, venal, and finally dek. The worst part being Taisy -> M-OEE8. There's usually bubbles around the m-o side, with some action going on.
The reason I say that route, and not just straight jita to Dek, is because that route will take you through EC- and fuck that system. It's perpetually camped with pimped out faction ships and drag bubbles.

Suppose I wish to try EvE again fresh from the ground up with a new character, and resub. How might I go about that? Like, what's a good starting race and attribute combo and skill set to learn early on?
The reason I want to start fresh is because I did some crazy things to my Amarr character trying out the game solo the first time around and i'd rather like to try doing things a bit more orderly this time from character creation to skill training at the start to get me straight to the juicy stuff I only tasted briefly before. That, and my Amarr guy has next to no ships, useable skills, or isk at all and is kind of stuck in low sec. :?
What kind of stuff should I create and when I have my character, train? I'm considering perhaps going a stealth bomber route or something of that nature. Definitely some sort of PvP fleet role, support maybe, and i'm not above salvaging or any of the boring stuff.

JAEF: After I sold all my shit in Empire and injected all my skillbooks, I set my clone to VFK Central Park and then decided to try and get there in my pod just to see if I could - I did. That might just be down to luck, or a pod's low signature radius (? even though I'm not quite sure what that does), but I got up north without a problem, in fact I only saw a one red PC the whole trip, and a whole bunch of blues. (and some guristas, but they were always 40+ km away)

You can set it to safest for the first part. After 15w you'll be in 0.0 going through NC space and it won't make a difference.

You can use the free rifter program that goons run as well, just ask in the right channel, or in fleet if nobody is responding. The fleshreaper stuff is actually on contract to the corporation. The thread is just for specific orders.

Once you get Alliance forum access, make sure you read the weekly updates and bi-weekly Diplomatic updates. Apparently they help a lot of people make sense of what is going on.
Also, I write part of the Diplomatic update. 8-)
Failing that if you have any really specific questions feel free to post them here or prod me about them or something. Most of the bitter vets in Merchi will be able to answer them, too.
The diplomatic updates are pretty awesome. Considering they get leaked to Kugu within hours anyway, I don't see a problem with cross posting the latest one to here as well.
What I've picked up from the weekly updates is that people like getting a bit of depth on what is happening, both in the alliance and in the wider game of Eve. The focus of the updates is therefore changing slightly, to try and provide a bit less "what I did this week" from the diplo team (which tends to be opsec) and towards a bit more analysis. Some of the posts are a bit longer, but it'll be better than working or listening to the lecturer or whatever. Not quite as good as masturbating, but hopefully this should fit in nicely with your recovery time.
Along the same lines, here's some background on how we got to where we are.
Back in April, things looked bad for the NC, and certain friends of ours asked if we could go and cause some havoc. Since just about everyone friendly to us outside of the NC was a euro, that fell to me, your friendly, neighbourhood Scot. We kicked around a bunch of ideas and talked to a lot of people, and one idea was a sort of RedSwarm Federation Mk.2, aimed at the south, and involving some Russians, us and Cursed.
In the end, that proved impractical for a bunch of reasons, but talking with Cursed in their own language helped. I would talk to them in bad French, and they would talk to me in good English. As a result, they said "Hey, we could do with a US TZ to pressure the Atlas pets, would you like to come and help?" I said that we'd be delighted. Well, I think I actually said translated as "biscuit dolphins float soupy", but they persevered and we cleared that up, toasting our new campaign with a bout of gaulloises and a quick spot of existentialist pondering.
Most of Eve seemed convinced that we were trying to take space, and would fail. A very few picked up that we were trying to make the regions around our Curse base uninhabitable, but they were sure that we would fail, too. In fact, our foreign policy in the south-east had several goals, of which three were: to give Atlas an excuse to pull out of the attack on the north, to rebuild our war-making ability, and to destabilise the south-east.
Achieving the first goal was a breeze: Atlas (along with CoW and GC) cheerily grabbed the excuse to head south, all but sending us thank-you notes in the process). The second goal was slower, since morale was pretty low, but we've shown now that we can max out a fleet.
The third goal - destabilising the South-East, was always going to be the toughest. But tensions between residents gradually rose, especially after the first CSAA killings, and now we have the following results: Primary (along with at least one smaller alliance) have decided to leave and have collapsed; the Honourable Templum of Alcedonia detest just about everyone else after getting scammed by Primary on their way out the door; and now CoW seem to be pulling their assets out to NPC space. That leaves Atlas in the singularly unenviable position of having Gentlemen's Club (themselves down four corps in the last couple of weeks) as the best (least bad) remaining pet based in their space.
And, of course, what our destabilisation has led to is more people being drawn in by the whiff of blood in the air: PL, AAA, the NC... even Cry Havoc have been down here, each making the atmosphere even more uncomfortable for the pets and renters in the middle.
The next phase begins with the arrival of White "A Supercap in Every Hangar" Noise and friends in the region. Anx has some info on that, below, but expect them to have a major effect on the shape of things to come. The South Regions Covered: Esoteria, Stain, Paragon Soul, Catch, Impass, Feythabolis

Most of the usual gang of idiots have been relatively quiet the past couple of weeks and our relations remain unchanged, though UK's invitation to send goons roaming through Providence still stands though to date none have actually done so as a result of the request.
There have been some changes in the geopolitical makeup of the south other than the not-so-recent removal of Sys-K from anywhere other than Period Basis. 0utbreak has joined AAA as of 2 July, bringing further elite PVPers to the most powerful alliance in EVE. There are also rumblings that AAA is not entirely happy with post-CVA Providence as most of the locals run and hide when they roam through looking for kills instead of providing the *~goodfites~* that they crave. In fact, there are also rumours that AAA offered Brick Squad space in exchange for a cessation of Brick fuckery in HED. The concept of AAA paying nuisances off instead of killing them is funny, to say the least... but given the recent utter trashing of AAA HAC fleets by NC opposition it may not be entirely surprising. Manfred Sideous may well be holding the leash of a paper tiger.
Circle-Of-Two has left its operations in the North to settle in Providence and now has two station systems under its control, along with a third non-station system in the west of Providence. Conversations with CO2 haven't yielded anything shocking, though their diplos have been very guarded when talking to us for fear of revealing anything sensitive to the conniving Goons; at least one representative was surprised to discover that GSF diplomats are mostly literate and even polite. CO2 warmed up nicely, however, when we acknowledged that they lasted longer in the North than either IT or AAA did. They left the north after a fairly protracted campaign of ratter ganking mostly out of a desire to see and shoot something other than ravens and have entered into negotiations with AAA for a new non-invasion pact. They'll shoot each other, but sov flips are off the table.
CO2 hopes that having the NIP will allow them the ability to fight in Provi at will (and presumably AAA wants them there to make up for the lack fighters in their new pets) but still be able to roam as they see fit. Not surprisingly, they haven't ruled out returning to the North and some point in the near future. That said, CVA, Opticon and PL have been their main opponents in Providence thus far and they were very curious about whatever information we may have about any of those three alliances.
And now for some mildy interesting but largely irrelevant shit:
Did you know that Sys-K approached us about a combined operation geared towards ganking a C0VEN titan a couple of months back? When the directorate stopped laughing, the diplomats politely declined.

In the two weeks since my last report we have been in Curse. The war in the NW is now against the Guristas.
Moons were being contested in Pure Blind. The NC informs me that Pure Blind is 'pretty much done'. That's right, 52 towers reinforced or killed in one day. All iHubs reinforced or dead. Tomorrow conquest moves forward with the taking back of systems now in the hands of ev0ke and cry-havoc. These two went with the loser in the SC invasion and will now get hit over the head for it.
Black Star Alliance has seen the exit of two medium sized corps in the past week and rumors are starting to circulate that all is not well with them. Aeternus. has also lost a large corp in the last week.
With the movement of WN. out of Venal all of you jew guys should go rush into there and lay claims and rat and plex. I have been and it is 100% blue. As of the week before last, White Noise and, by association, Red Alliance have both moved out of Venal. Red Alliance in terms of operations, White Noise in terms of everything. In fact, it seems Curse is going to get mighty crowded as White Noise begins a trek down south to take up shop in the region and repel all 'claimers'. By claimers, they mean the people of the SC associated alliances- Atlas, Primary (oh wait), GC, CoW and the like. This will prove to be very entertaining, and probably somewhat scary. The White Noise roller coaster is filled with supercaps and a sheer force of determination, and is not something to be underesimated. Red Alliance are reportedly still good friends with WN, and time will tell what sort of a presence RA will have in the south now as well. They have been skirmishing with HTA on and off for the past few weeks, and will likely continue to do so.
In the meanwhile, there are vague reports that some tensions may be rising between Germinate factions and the NC. To what degree is as of yet uncertain, and there is still the possibility they may blow over.
However, thanks to our buddy Montolio in TEST, it has been brought to my attention that Legion of xDeathx decided that they, too, don't like Stella Polaris and proceded to hotdrop them. There comes a time in every diplomats life when he gets handed a story so amazing that he takes a moment to step outside and reflect on it, for at least 20 minutes, before he starts writing his update. Hopefully that will happen to me someday because I am literally eating an air sandwich. IT says it is boring and doing nothing, which is completely believable based upon even CAOD/Kugu/SHC having no shit to eat about them. This did not stop them all from gathering IRL however for the annual BBQ. About 100 were in attendance as well as a visit from Veto who apparently are a riot. Beers were drank, "hang outs" were had. More info can be had here. Nobody wanted to send me pictures, I don't know why.
Legiunea have mostly ignored me though I think I finally have someone to talk to (as of 5 minutes ago), so we'll see what I have for the next update.
Sys-k is a shambling corpse I guess, which generally I would think is cool except it's Sys-K.

So it's been 4 days since I applied, and I still haven't heard anything back, except from Courthouse, who mentioned that he's unable to process applications atm, and that I should speak with Zareph. I eve-mailed him with no response for some time.
Is there anything else I can do? I can't send a new application because my old one is yet to be processed.
