Windows 7 Keyboard Nonsense

So my mom has a Dell Laptop that I put windows 7 on. Worked fine until my sister did god knows what to it. Now we can't get past the login because the keyboard language has been set to.. something weird. Because the keyboard language is set to something strange the on screen keyboard doesn't work either, nor do other keyboards I plug in.

I was able to get to a command prompt but that does me no good because, again, the keyboard setting is strange. If I click 'repair windows' it asks to change the keyboard layout, and I've chose US and US-International, both get me ^N^S type things when I type in the command prompt.

If I get to any sort of text prompt that occurs before windows boots, the keyboard works fine.

How do you even go about reinstalling windows 7? If I boot from the CD it just puts me to command prompt. WTF SHIT FUCK.

    At the top right of the login screen, there should be a little keyboard that shows you the layouts when you click on it. That should let you change the layout back to US, assuming US hasn't been deleted.

    EDIT: I see that you put Win 7 on it. Does it read the DVD at all when booting from it, or does it just dump you straight to the command prompt? My Win 7 Upgrade DVD goes into the install just fine on its own, even when booting off it, so this seems very strange to me.
