I'd say at least one in five Primordial Bursts are flashed away.

I had an epic Gangplank game last night. It was a 46 minute game, with us on the ropes for most of it. At one point we had all three inhibitors down.

Eventually I got all of my items and double elixired on top of it. I had a 96% crit rate and could take down anyone on their team in a few hits. We aced them and killed their nexus by tanking their 2 nexus turrets. I had like 300 hp left at the end too. Intense.

    Ended up 19-5-x

I started working on a Singed guide in my spare time. Didn't want to bother reformatting the entire thing for BBcode or whatever this site uses, but here's one section. Any advice is welcome.
    Protips:
Play a few games with Singed before reading on. There’s no substitute for real experience, and much of the following won’t make sense without some understanding of the basics.

    Poison Trail Tips
Puff and Pass Rule: Mana is a crucial resource for the first five minutes of the game, and having enough juice to flip a fool at level 3 or 4 can net a kill or save a life. A half second spurt of Poison Trail will affect any creeps that pass through it for about 3 seconds afterwards, so BE ECONOMICAL. Weave through creeps instead of strafing them, releasing a little puff as you pass through, or lead them off with a few puffs before they reach your creep wave. You can start laying fatter trails after you have a catalyst, but until that point you want a healthy reserve to stop or initiate ganks.
Tower Etiquette: This one’s pretty simple. If you’re under the enemy tower, be aware that POISONING CHAMPIONS WILL DRAW THEIR FIRE. This is especially important if the enemy team has a lot of crowd control. Mashing poison trail can become a defensive reflex, but HOLD OFF if you’re getting rushed under a tower. That said, if you’ve been herding your lane opponents until this point, a little poison under the tower can scare them off AND kill off their creeps to let you push harder.
    Mega Adhesive Tips
Lead Your Opponents: Another simple one. Don’t aim directly ON an enemy champion if you can avoid it. Even if you hit dead centre, that’s still half of the slow you could be getting out of your adhesive. Ideally you want enemies to run through the entire diameter of the area affected, so try to lay down your snare in their path of retreat/advance.
Don’t Shoot your Goo Early: For the first half of the game, you’ll find Mega Adhesive pretty costly, so especially when you’re still laning I’d suggest reserving it FOR EMERGENCIES ONLY. Later in the game you’re free to use it as a scare tactic to defend or assault towers, placing it between yourself and enemies, or to initiate team fights by slowing your target. No one wants to get slowed, and especially not around a powerful initiator like Singed.
Squirt you Goo in the Bush: This is a great escape tactic. If you find yourself heading towards a clump of brush while running from one or more opponent, shoot your goo just ahead of yourself before you go in. The psychological effect of being snared in brush is pretty powerful itself, and you can compound your slow by turning around and leaving the brush the way you came. Enemies will assume you’re continuing in the same direction, but this switchback manoeuvre will force them to pass through the adhesive area twice.
Goo, Ghost, Flip: Your standard initiator combo. Slow ‘em, speed up, flip ‘em to your team mates.
    Fling Tips
Think First, Flip Second: Fling does some decent damage early game, but a good Singed will ALWAYS think about where his enemy will land BEFORE he flings them. Do not toss an angry melee carry into a wounded caster, for instance. Do not toss people out of Area Affect ultimates like Nunu’s. Do not get baited by Morgana or Sivir’s spell shield, and do not waste your Fling on a Banshee’s Veil bubble.
    Insanity Potion Tips
Juicing for Endurance: Don’t be afraid to use your ult to regenerate mana or pad out your health pool early game. If you’re vulnerable to a gank or you’re going to have to retreat anyways, you may as well milk some extra money and push enemy towers a little bit longer. The ability will almost be ready again by the time you get back anyways.
Break a Tower, Break a Face: Don’t underestimate the potency of Singed’s melee strikes with his ult up, especially early game. Fling and Poison Trail will always be your bread and butter, but with Insanity Potion active your damage AND attack speed will skyrocket, so if you’re not worried about crowd control for the moment, get in there and start throwing punches.
Escaping: If your ult is ready and you know (or even SUSPECT) a gank is coming, ULT ASAP. You want the armour, MR, and health regen boosts active BEFORE you start taking hits, and with speed boost up you RUN LIKE A KENYAN.
    Tanking Tips
Insanity Potion: Never Leave Home Without It: People will tell you otherwise, but the fact is that you are not a team fight tank without your ult up until relatively late game. You’re an initiator, sure – feel free to ghost, goo, and Fling a fool – but you won’t last long as the enemy’s only target, so get the fuck out. With your Ult up, however, you’re much more durable.
Keep Moving and Think Ahead: As Singed in a team fight, you should always be thinking about two exit strategies: yours and theirs. If things are going your way, be ready and positioned to start slowing, poisoning, and even physically blocking in their line of escape. If the fight starts to go badly, get ready to cover your team as they run, laying down a poison trail and an adhesive patch. Fling pursuing enemies if you need to, but don’t risk dying to save someone that probably won’t escape anyways.

To further elaborate, leap + counterstrike. Jump in, ae stun a couple times, empower, die, repeat. Can be done right on top of a tower and often results in a very dead enemy team.

Pretty nice guide. I'm proud that I already abide all the rules. ;)

The rule I quoted is worth mentioning because it's a good tip if you're playing AGAINST a Singed - if he puffs to poison creeps at the tower, you can always surprise him by running INTO the poison to get the turret to target him.

Oh, and regarding fling, you mentioned not flinging OUT of a teammate's AoE, but didn't mention flinging INTO it. I love flinging enemies back who are running out of Pantheon's circle, for instance. Or else dropping your goo behind you right before you fling the enemy into it, with your team behind you ready to pounce their slowed ass. And I got one pretty badass assist early game by making a perfectly-aimed diagonal fling into my laning partner Teemo's mushroom. :D

Here's the meat of my Singed guide. Nothing new or startling as far as items go, but I had some time to spare.
    Standard Starter Build:
Begin with a Sapphire Crystal and 2 Health Potions
      Catalyst the Protector
      Boots 1
      Rod of Ages/Boots 2
    Special Notes: Thinking Ahead
If you know you’re going to be at the mercy of ranged characters without any cover, grab a Regrowth Pendant off the start to help mitigate their harassment so you can stay in your lane longer. You can build this into a Force of Nature or Warmog’s Armour later.
If the enemy team has a particularly nasty Ryze, Morgana or Veigar, build towards a Banshee’s Veil before your Rod of Ages. Singed is fine without any AP until late mid-game.
    Standard Build Continued
      Banshee’s Veil
Rylai’s Sceptre (Giant’s Belt FIRST – you are a tank, after all)
      Force of Nature
Spirit Visage (get this before the Force if you have a functional healer on your team)
    Special Notes 2: Adapting
After you have your Rod of Ages, stop and look at the scoreboards. My standard build is effective against all but the most Attack Power heavy teams, but you have to be flexible. It should still be relatively early in the game, but if their team composition merits it or if one enemy has been racking up serious kills, it’s time to adapt your loadout to prepare for the damage to come.
If the enemy team is stacked with Attack Power carries – especially fast ranged attackers like Tristana, Twitch, Ashe and Teemo – grab a Warden’s Mail instead of or in addition to your Banshee’s Veil. This item applies an attack and movement speed decrease to anyone that hits you. Think of it as poetic justice against ranged slowers like Ashe and Twitch.
Likewise, the Frozen Heart will castrate Attack Power heavy teams.
In regards to the Rylai’s Sceptre: a lot of builds will suggest another Rod of Ages instead, and technically a Rod will beat out the Sceptre stat-wise if it has time to fill up. By this point in the game, however, things are likely coming to a close. Don’t underestimate the utility of having a 15% snare on your poison trail either, because I know I did. Mega Adhesive is great, but the cooldown and cost is such that you may not have it when a fight goes sour, when you’re driving the other team back to their base, or when retreating solo from a lane push. The immediate Ability Power bonus granted by the Sceptre is also significantly higher than the Rod.
That said, the Sceptre is not really necessary, so feel free to replace it with any recommended tanking item if you need to. If things start going badly after you’ve already bought the Giant’s Belt, you can always change directions and make Warmog’s Armor instead.

    Overview: Early Mover, Late Bloomer

My standard build stacks up health and MR pretty quickly, with an appreciable amount of AP to boot. Most games won’t get much past the Rylai’s Sceptre, but by then you’ll already be a very functional tank, a great crowd controller, an amazing lane pusher, and even a serviceable damage dealer.

Because you’ve stacked so much HP already, getting a Force of Nature towards the end of the match can really make a difference in tanking situations. The synergy provided by a Spirit Visage after this point is incredible: with your ultimate up, you’ll be regenerating health at an ALARMING rate (well over 300hp/5 seconds), and you’ll have enough MR/armour to shrug off almost anything. Do not underestimate your ulted self with a full item build. Even with a few seconds to recover your HP will skyrocket, and you’ll have enough raw health to take a massive beat-down regardless.
