Windows user password lost, how to reset?

Quite simple problem really - a friend of mine forgot his Windows XP administrator password and can't log in anymore, and he has also lost his windows installation cd. There's a number of programms out there to solve this problem, but he's afraid of installing spy ware on his PC. Any recommendations perhaps?

    Let's try the easiest things first - did he set a password on the actual 'root' administrator login? The one that only pops up when you log into Safe Mode?

    There's a good chance he hasn't, and could just go in via Safe Mode and clear the other account's password

    Nope, we checked that already. Also requires a password, I believe it's the same even.

    If he turned on the option to encrypt files though, they're gone.
