Cellphones in Canada

I've been on a Virgin Mobile pay as you go plan (which works out to about $10 a month) for the past three years. My phone is 'ancient', and I'd like to get a new one. I'd really prefer to have a smartphone to mess around with, one I can develop for. The thing is, I rarely use my phone at the moment, and there's no way I can justify the $30/mo that Rogers wants so that I can get a Blackberry for a low price. I'm pretty sure the answer is no, but does anyone know of any fairly cheap ($20 or less) plans in Canada that I can get a smartphone with?
I don't do much more with my current phone other than occasionally send a text message. I don't even use a 1/2 hour of voice per month.

EDIT: The more I think about it, it's not really a new cell phone I want, it's some sort of portable internet device. I like that the iPod Touch can browse the internet from a wifi network, but I don't have a Mac, so I can't screw around writing my own apps for it.

You can sign on for the Rogers rocket stick and get a free netbook with it IIRC. It might be more then 20 bones a month, but you're not getting an INTERNET COMMUNICATIONS DEVICE for less then 40 bones a month, and that would be with the absolute bare bones voice and data plan. Which is shit. Plan on coughing up about 50+/mo in fees.

30 dollars wont get you a plan thats even worth using.

The cheapest you can probably get right now is Wind Mobile, and only if you live directly in the GTA (and ottawa i think?). Its like 15 dollars a month for talk and then another 20 for data.

Rogers, 30 dollars wont get you much of a plan, especially if you want mobile internet. You wont get much better on bell or telus either. Im with telus and i have an amazing calling plan (Its like 40 bucks and i can call anyone, any time in north america) but if i went for a smart phone id be paying about 75 bucks...

So yeah, not gonna happen for 30. Definately not for 20. Not if you want both talk and data. Data alone for 20 might be doable, but youre not going to find anyone to sell you just data, unless you go with the above mentioned suggestion of a mobile internet stick. Even then, remember youre capped at 5gigs a month, and its about 45 dollars taxes in.
