Almost certainly. The trailers for XIII announce that it's the "Climax of the Ash Saga." Since Dream Matches have followed the ending of the two previous KOF storylines, XIV will mostly likely be a Dream Match, a la 98 or 2002.
(Assuming XIII sells well enough to prompt an XIV.) (And Dream Match, by the way, simply means a non-storyline game.)

The reason those characters aren't included isn't because the storyline centers around Ash. Heck, XI included three of the four characters you mentioned. It's just because of the time it takes to draw sprites in the current style. At the moment they're going by popularity (Women's Team, K's Team), and then by how easy it is to animate the character (which is why Hwa Jai is in). Storyline is probably a distant, distant third.

It wouldn't surprise me if this becomes the first 4 part series, just due to the lack of sprites for a dream match. Unless they give the next game a much longer development time.
Actually, I'm sure that K' and the NESTS team got included because they're important to the storyline. From all I've heard none of them, except Kula, are that popular in Japan.
As for the next series, a new hero -- and I'm going to go out on a limb and predict the first female hero -- will also mean a new storyline, which will also mean a new cast of secondary characters. Most of the standards will return, along with all the old heroes, and there's no reason they couldn't reintroduce past favourites as part of a new storyline.
One gameplay note: with the return of the block meter I'm looking forward to more super high pressure hop, CD spamming. Gimme all-in offence any day of the week.
And on a last note, the Foxy cameo in Kula's DM hardly counts since she's had that DM from her first appearance, and it's not Foxy, who died, but her sister who's name I can't be bothered to remember. Still, Hinako and Vanessa cameos are pretty swank.

I don't know about elsewhere but I think K' is pretty popular in Europe and North America. Of course KoF isn't very popular in general in those regions.
Whip may be popular, but I've never seen an ounce of love for K' or Mixima.

So, now that I'm thinking about it, I really don't even know what the whole Ash storyline is. Something about him taking Chizuru's power or something, and Iori losing his flames, and Rugal's kids being all pissed off. Can anyone give a summary? And who are those 7 boss people in the latest trailer? Were they in any of the other games? Or are they new for XIII?

Ash has taken Iori's flame and Chizuru's as well, but nobody knows why yet. He's supposed to be after Kyo next. The 7 bosses have been hinted at since the beginning of the Ash story, but only shown in shadows and silhouettes. They seem to live in either some floating palace or a different world, and what they have to do with Ash is unclear. In fact, everything about Ash, Elizabeth, Dou Lon, and Chen is a complete mystery. Ash might even be a good guy.
Basically, the last 2 story games have been 99% setup.
Ash is taking the flames for some purpose. He's never said what that purpose is. Elizabeth wants to stop him. We have no idea why. These mysterious super beings are trying to take over or destroy the planet. We don't know quite which, or why, but it has something to do with the Orochi. Meanwhile, Rugal's kids are hanging around in an airship. They're not bad guys, and have nothing to do with the real antagonists (yet), they're just there.
They definitely have a lot of room to build in if they want to expand the story mode. Each game in the series has just introduced new mysteries without revealing any of the old ones.
