Help finding right word to describe this idea

Peter Principle

Let's say you have a social issue that's divided along two lines. You got people who are pro-skub, so they start groups. Then you've got people on the other side who are anti-skub, so they start their own organizations. But then the skub haters figure out a great trick. They start dummy organizations that have pro-skub names and the organization claims on its literature to be pro-skub, but in reality they just act as a drain on pro-skub movement. These dummy organizations funnel all that money from the suckered pro-skub people to the main anti-skub organization, or the money is just wasted. Either way, that's pro-skub money and effort that's not really going to the pro-skub movement.
So what would be the name for this type of dummy organization?

I believe that there's a much more specific term. I'd like to read more about this (and link to it on e.g. Wikipedia), but that's hard to do without knowing the right keywords.

I was gonna say "astroturf," although that relates specifically to fake "grass roots" organizations, so it's not exactly applicable in all situations.

If I were to invent a word, it would be political cuckolding.

"Cuckold" is derived from the Old French for the Cuckoo bird, "Cocu" with the pejorative suffix -ald. The females of certain varieties of Cuckoo lay their eggs in other bird’s nests, freeing themselves from the need to nurture the eggs to hatching.

It's commonly used to describe a process in which one usurps the nurturing resources of another for personal and unrelated gain.
