    it's a reference to american commercials for tootsie roll pops, wherein an owl much like the one in the last panel would try to find out how many licks it would take to get to the center

    with hilarious results

    Apparently the Discount Tire Company commercial, where an elderly woman throws a tire through a plate glass window of a storefront, is the longest running commercial in the US, running unchanged since 1975. The commercial referenced in this ad, however, has been running in various lengths since 1970. Since it shows up in various different states (sometimes he talks to Mr Cow, etc) it is somehow deemed unworthy of the title of longest running commercial.

    Also, in the UK, the longest running commercial is the Andrex Toilet Tissue commercial, which the internet assures me is chock-full of puppies.
