I've heard some problems about HoI3, like dumb AI and glitches, and it doesn't look as nice. So until I hear they've been resolved I'd get HoI2, which has been well polished by this stage, and has a lot of nice Mods, such as my favourite Kaiserreich, in which Germany won World War I.
HOWEVER, I wouldn't get it on Steam. My steam copy of Ho2I has proven frustratingly difficult to apply mods to, usually screwing up the game until I restore the backup I made. For full modding flexibility, I'd track down a different version.
