Leftover computer doing what now?

A buddy threw an old computer my way to see if I could get it working. My guess is that the motherboard is dying, but I'm not sure. I've checked all connections. When powered on, the power engages and the CD/DVD drive engages as normal, but the system doesn't seem to post. Would the drive be spinning up before a system posts normally? I'm a little suspicious if the onboard graphics might juts be dying, but I don't have a spare card on hand to check. Also, the USB mouse and keyboad don't seem to be getting power.

I'm probably just going to buy a new MOBO, processor and video card, and reuse everything else. Just wanted to get some second opinions as to whether this sounds like a mobo failure.

What is this I don't even.

    Might be CPU related.

    The computer will not post without a cpu.

    True, but shouldn't the fans spin up if his motherboard is operational?
