I always assumed Loeb had some type of contract where editorial couldn't step on his toes. I'm pretty sure Quesada thinks this crap is awesome.
At DC it was very similar with his Batman stuff and Supes/Bats. He was allowed to do as he pleased. Only difference his DC stuff wasn't this awful.

The problem is, Loeb sells books. The phrase "vote with your dollars" is very true. If people are unhappy with the sub-standard stories that Loeb is telling, they need to stop buying his books. But as long as people continue to read his stuff, he will continue to get work and to be allowed to print his ridiculous stories.
Jaime Reyes will stick around for, bare minimum, a few more years. For some reason people at DC seem to see him as the most successful of the new crop of heroes, even though his series sold just as poorly as All-New Atom.
Geoff Johns helped get Simone Birds of Prey again. But why?
Because Geoff Johns wanted to kill a new legacy hero because he, of all the people at DC, want the original heroes back in their spot. Ray Palmer is back as Atom, the cool Ryan Choi is dead, and in order to stop Gail Simone from blowing the lid off of how terrible shit DC is now, she is given BoP back with a threat to kill all those characters if she doesn't keep her mouth shut

That was Roy Harper who lost his arm.
Connor Hawke was put into a coma/vegetative state trying to save his dad, and was cured by Dr. Silvana with some synthetic derived from Plastic Man's DNA (hence the healing factor), but he lost his memories, including how to fire a bow and arrow. But he totally remembered his extreme monk kung fu stuff.
Another thing we're trying to do with this new team is take the audience to a more unpredictable and extreme part of the DCU.

Again, I can't go into details about that just yet. "Titans" #24 provides the first clue as what Ryan's death means to Deathstroke. But let me assure everyone, there is a reason this had to happen. And yes, sometime in the future there will be consequences for the Titans' actions.
Yeah, the book will be cancelled ba-dum-tish.
It being a racial thing didn't even cross my mind, just that he was a new character and therefore had to die, for we can never get out of the 70's.
