"About a year ago we got word that the expedition on Xavian had struck the mother lode. They found something in the ruins, some kind of alien technology that supposedly predated even the Protheans. There were rumors of an incident on Xavian, a couple of scientists going crazy or something, but the details were never released. According to the official story there was just an unfortunate "mining accident".
In any case, the Xavian base was deemed too insecure, so the artifacts were promptly moved to Meridian. Security around the project was extremely high; even the identities of the researchers were kept secret. I suspect that what they were doing wasn't strictly legal. I mean, assuming they knew what they were doing in the first place. Somehow I doubt that, given what happened later. Or maybe they were, I don't know the word, indoctrinated much earlier than I think.
All I know for certain is, they plugged that thing in, and all hell broke loose."

Phalla is the Penny Arcade version of the party game Mafia. You can learn the basics

So what's this game about?
It's based on the video game Mass Effect and, very loosely, on the novel Mass Effect: Revelation. This Phalla takes place before the events in Mass Effect 1. The players are the surviving personnel on Meridian, a corporate research & development starbase under some kind of terrorist attack.
Spoilers?
I use factions, character classes etc from both Mass Effect games, but I've taken enough liberties that any spoilery stuff will be very minor. I recommend that players avoid major plot spoilers in the thread (or use spoiler tags and mark them as real spoilers), especially about Mass Effect 2 as there are still plenty of people who haven't played it.
Rules
This will be a fairly traditional Phalla, although I try to give most players something to do. The usual red vote is considered an abstraction of combat on the self-destructing, chaotic starbase. It may have adverse effects even on players who don't get the highest number of votes.
There will also be differently colored votes.
There are no conversions in this game, but those who played in my previous games (Phallastar Phallactica and the French Revolution) know that I tend to introduce roles like millers and thralls that can potentially disrupt attempts at making a 100% secure village network.

Standard Phalla rules apply. No quoting role PMs or any PM from the host. No anonymous communication between players. No communication about the game between living and dead players. Please invite me to any proboards you create.

Inactivity
If you don't have time to play, don't sign up. If you need to stop playing, let me know so I can replace you. At the bare minimum, you're required to make a red vote each day.

Health and Damage
All players start with the same amount of health (100). Health can be lost to attacks or damage from the vote. Health can be restored by using medigel, or regenerated automatically if you possess a Medical Interface upgrade. Krogan players naturally regenerate 20% of their health each day.
Damage can be mitigated slightly by upgraded armor (which reduces incoming damage by a %), or shields (which essentially work as a small additional health pool that regenerates to full each day). This mitigation affects even the damage from the red vote.
Biotic and tech shields can be upgraded to up to 45 points strength.
Armor can go up to 30% damage reduction.
Each player's current health is displayed in the player list in the second post.
How the red vote works
The red vote is an abstraction of the open violence that takes place when the survivors on Meridian Station fight for their lives and for control over the starbase.
The player with the highest number of red votes takes 100 points of damage. In addition, another 150 points is distributed among all vote-getters, proportional to the relative number of votes. Example vote:

Player A takes 100 + (0.41 * 150) = 162 damage. Player B takes 53, C takes 24, D takes 12 damage.
This should make the village vote somewhat more powerful than usual. In theory.
Voting for yourself in red means you commit suicide.
The Green Vote
Each day, players may opt to cast a vote in lime, in addition to the red vote. The green vote approximates things like first aid, providing cover, etc. In other words, you actively try to keep that player alive. This is the opposite of the red vote, but only half as powerful. The player with the highest number of green votes is protected from 50 points of damage (including damage from the red vote), and another 75 points of damage protection is distributed among all vote-getters proportional to the relative number of green votes.
You cannot green vote yourself.
The vote mechanics may change as the number of surviving players decreases.
Items
Players may find items that upgrade or modify their abilities. These items are distributed randomly regardless of faction. If a player with upgrades is killed, the upgrades are destroyed.
Clarifications:
Shield and Armor are passive abilitiesUpgrades are randomly distributed items.
All offensive and defensive abilities stack with each other, unless the ability description specifically states otherwise.
All offensive and defensive abilities (other than the votes) are anonymous, but there may be special abilities that allow players to learn what happened.
You can use your defensive abilities on yourself. And offensive too I guess, if you're feeling a bit crazy.
There's no need to Retract a vote. Just cast a new vote. If you really want to point out that you're retracting a vote (for other players' benefit), use any color you like that isn't lime or red.
Order of actions: Where does health recovery fit into damage?
Damage is resolved as follows
1. Special abilities that amplify or mitigate incoming damage by a % are resolved first.
2. Special abilities that reduce incoming damage by a flat amount are resolved.
3. Shields are depleted
4. Armor is applied
5. Damage is subtracted from health
6. Health recovery effects are applied if the player remains alive.
Oh, and are we allowed to give items to other players?
Only if the item description specifically allows it.
When you say regenerate, for example Krogan regenerating 20%, is that 20% of current health or 20% of total health?
20% of maximum health.
Suicide voting. Treated as a standard red vote, or instant kill?
Instant kill, if the vote is still in place when the day ends.
The the vote is tied, the player with fewer votes of the opposite color is considered #1.
If the votes are still tied after counting the opposite votes, something unexpected (and terrifying) may happen.
Does the green vote only mitigate redvote damage or also damage from other sources?
The green vote gives protection against any damage. Conversely, all damage mitigation effects are effective against the the red vote.
