It's probably for balance reasons. Same reason why you can have two grenades, but there's a cooldown between throwing both. Obviously it seems weird that your character is incapable of throwing two grenades in rapid succession, but they disallow it.
I think the point of making it a skill is that you have to choose whether your character has that ability, or a different one. It makes grenades more useful, but then you have to consider the tradeoff of using that ability vs a different one.

And any given feature that isn't in the game isn't in the game for a presumable mix of them disagreeing with you that it would be fun, not having time or money, or wanting to go a different direction.

Bethesda took Johnny to Utah last week for the publisher’s E3 showcase, netting a huge amount of new in-game Brink footage, an interview with Splash Damage boss Paul Wedgwood and some new screens.
I don't have any qualms about the gun sounds in that video; in fact, it seems they have very distinct effects that should help you know what you're dealing with.
What I don't quite like is the way the sound gets drowned out when you're tagged, or near a large explosion. Yes it's understandable and realistic that way, but it could also get irritating in the long run considering how often you're going to hear it.
Other than that, great video; it's nice to see the kind of mentality that Splash Damage has with this game, and I'll be happy to make Brink the first one from them that I've played.

I for one plan on building a TF2 style Heavy. Maybe with a perk I can get a minigun and a grenade launcher Monday Night Combat style.

Be kinda neat.
You choose your accent when you create your character. Along with your race and facial features. Body size can be changed in the customization menu however (assuming you have the light or heavy body types unlocked).

That's probably because they seem like they could actually be real people with real motives, and not just generic good guy / bad guy. Which is what Edward Stern has been going on about in several of the videos. Hopefully that plays out through the whole story. I'm hoping we also get multiple interstitial cut-scenes based on what has happened in the field, providing additional nuggets of story throughout each game (and not just each map being bookended by cut-scenes). Sort of the way Killzone 3 does it, but with a better / actual narrative arc.
Does anyone know how characters will be stores on the PC version of this game? Will they be stored client side or server side? Because that was an issue in Borderlands, people hacking their char files and cheating and it totally ruined a lot of the online if you tried to pub.

I'm sure there will be ample cheat protection anyway, and the beauty of PC is that servers can, and will, kick, ban, or ip ban players who break rules or cheat.
Borderlands is way different. It includes modding stuff so that people could make their own broken gear.
I'd almost guarantee that characters will be stored client side (or at most, the Steam Cloud).
There's a pretty simple way to check that characters are legitimate (minus checking if they were edited to max xp, but since you can apparently get to 14/20 with 2 campaign runs I doubt that's worth the effort). When a player connects to a server and selects a character, the server requests the character info (clothing, weapon setup, abilities etc). The server then checks that uploaded character and boots you if any of it is found to be invalid (e.g. a character can have x abilities maximum if legit, if the submitted char has > x abilities, boot the player). It would also be pretty trivial to check a players actions against that character info during the game and boot you then.
Between VAC and some pretty simple server control, I think you'll be suprised to see anyone cheating in any way that has an effect.

Why would that even matter? They'd only be levelling faster, not getting stuff other players couldn't. And besides, it's supposed to match you with players of the same level.
If there are servers that could bypass the xp system altogether I wouldn't see a problem with that.
I tend to lean towards "If I'm playing on a trusted server, with decent admins, cheating won't be a problem anyways."
If I'm not, and it gets unbearable, I'll just switch servers. Now if there's one/many on every server, yeah I'll get a bit miffed... or just do my best to join their team to stop me from getting wtfpwned by an aimbot.
If you leave a match using the menu, you keep all the XP you have up to that point. When the match is finished though, both sides receive bonus XP, with the winners getting a touch more.
We didn't want to punish people who quit out because they simply have to, yet try to discourage people who are leaving just because they're about to lose.
