With New Vegas coming to e3 I am wondering what people want to change and what to stay from Fallout 3, other then what has been announced. Personally I hope to see skill books stay. However I hope to see a HUGE improvement to animations, the walking one only is JUST believable.
I'd like to see more. I want everything we currently have, with all the DLC, and then some. A level 30 cap is just fine, though. Perk wise, I'd like more.
I'd like the karma system to not suck, mostly. I refuse to understand the perk cannibalism being a negative attribute when used on a raider that just tried to eat me. Some situational karma would be a vast improvement over Bethesda's almighty [booming voice]UNIVERSAL KARMA OF SAINTY MCSAINTY THE SAINT![/booming voice]. Being evil just lacks appeal in F3, especially in terms of rewards, that is to say, evil just results you get getting nothing, almost always, and what little you do get is incredibly worse than the good choices.
I'd like an unlimited space inventory, but thats a pipe dream and I know people for some reason like being encumbered.
I'd like to see some things return from the old Fallouts. More VATS points, including eyes, knees, elbows, the works. Hell, let me at their feet. Hard points for all!
More animations than "blammo!" for kills. Plasma puddles are nice, but the aren't satisfying to make, same with laser and electrical deaths.
0 INT speech options would be nice. It'd be even better if INT, speech, CHA and the like didn't all feel totally useless. You get the occasional [_] option, but its always meaningless. Oh boy, you got a lab coat! The one time I can think of it getting me out of a jam was Andale, and that wasn't even a jam, since they were pissweak inbreds. The one time it sped up a quest, was the Wasteland Survival Guide and then it prevented me from getting a perk, so it wasn't worth doing. Options, choices and dialogue. The key thing I expect Obsidian to be working on.
More perks focused on resilience and specific creatures. I really liked the Robotics Expert and Entomologist type perks. I'd like to build a character focused entirely on perks like that, a jack of all trades but a master of none combatant.
More radio stations, with more comments, more accuracy in the reporting, more to say, less repeating of events on it, more songs, more, more, more.
Then again, I have nothing but love for Fallout 3 and would pay just for more of it. Lay it on me, Obsidian. I'm ready for awesome dialogue, fun choices and morality that goes round and round and back again.
Edit: Oh, and please let Obsidian be half as good at amtosphere as Bethesda were. Fallout 3 was a thrill to explore, even when it was station after station.

I can never finish a Bethesda game, I don't know why, I love them all, I'm a huge fan, but I spend more time replaying the beginings than finishing them, I know I got really deep into Fallout 3
when you enter the dream world after sitting in that chair
but don't know what happens after that... loved this game, though, I'd really need some substantial new features to get back into it
A more advanced weapon crafting and modifying system. A post-apocalyptic wasteland should have all sorts of makeshift weapons, not just the same hunting rifle over and over.
I'd like to be able to have a greater impact on the world.
Like in Broken Steel when you get to start up the water purifier and the whole bay becomes drinkable. Or Megaton where you can nuke the shit out of the city. More stuff like that. A noticeable change for the better or worse.
Also better and more in-depth conversation options with NPCs such that they might become characters that I give even the slightest shit about.
I want to feel in danger when I'm in the wasteland.
This. When you start a new game (Fallout 3, at least) for the first time armed with only the pistol and barely any ammo, not knowing what you'll come across - that's the feeling that doesn't come up nearly enough. Playing with the radio off and only having the (extremely) faint background music helps set the mood as well.
Decent animations.
Faces which don't scream "clicked the random button in Facegen a few times".
Fewer random encounters.
No outright morally good faction (F3 BoS god damn you Bethesda).
A decent ending that isn't fucking DLC.
Stats to mean something.
Power armor to be markedly better than lesser armors.
No level scaling.
No weapon/armor degredation mechanic (or at least a better way to handle repairs).
Ammo, food and water meaning something.
The best gun in the game not being given to you within the first hour.
Less focus on radio tracks and more on background music.
A UI that's not egrariously consoleriffic.
Less "we learnded the f word today isn't it funny guyz".
Better thought out and cohesive societies within settlements.
Less wildlife.
Bandits shit themselves and run rather than attacking on sight when they see your power armor and minigun.
Textures which aren't a fuzzy mess.
The best gun in the game not being given to you within the first hour.

Chinese assault rifle.
It's a bit of an exaggeration I guess, given that Lincoln's Repeater is better along with a couple of the DLC weapons, but it's still a gun that's easily usable throughout the entire game if you're a small guns user.
Oh yeah. I had to shelf my Chinese AR for a long time until I found enough spares to keep it in decent shape. I think I used a normal AR for a hella long time.

My favorite gun of that type is the Bastard from Metro 2033. A bullshit makeshift submachine gun crafted from leftover parts.

I know there are at least two quests which give the player a chance to improve the world, but I understand nothing actually changes.

I would like not everyone who was born in the wasteland to sound like a wellspoken person who went to school in the 21st century and has full knowledge of what the 21st century was like.
I remember speaking to a lady in Megaton, who explained to me that the town built from pieces old "flying machines" that were used before the war.
But then in the next dialogue tree, told me that it was made out of "Old Aeroplanes" in a totally different voice. I found the inconsistancies quite jarring.
And yeah - Animations. Good animations. Please. For god's sake.
I want some more Zeerust elements, especially for architecture - creeping around the bombed-out husk of Washington was nice, but this time around I want to see how the City of Tomorrow and every bit of the SCIENCE! baggage that comes with it would stand the ravages of nuclear war. Heck, maybe even an actual intact one that survived for whatever excuse reason so the devs can go hog-wild twisting the ideals associated with it.

I want more than all of 2-3 followers to be useful.
I've done 3 complete play-throughs of the game and I've never once used a follower. I just don't see a need for them, since every scenario is easily soloable. Why put up with horrible AI when you don't have to?
The Phantom Stranger has always been more than enough of a companion for me.

Oh, I have too. Really, I find followers to be more of a nuisance than anything since I spend most of my time babysitting them so they won't die. Except Fawkes because he/she/it can actually take a hit and not fold like paper.
id like to see, most of this has already been covered by player mods, but id love if obsidian looked at what is out there and works
radiation with all its wonderful effects, so mutations, in fact have an entire set of common mutations, extra digits, eyes, a more defined set of radiation sickness, I never felt that radiation was ever even close to being a problem in the first game, even in highly radioactive areas.
The wasteland seems to have waaaay too much equipment, a little more survival horror should come into consideration at times.
An updated and improved housing system. I want trophy cases and stands, if i defeat the deathclaw brood mother, i want a deathclaw brood mother head nailed to a board in my trophy room.
I want constructable towns, look at player mods like settlers and say damn, if the guardian of the wastelands tells a random wanderer he can build a better life in town x, have him show up in town x and take a job (guard, prostitute, miner, miller, etc) if a gunsmith position doesnt exist find one in the wastes, recruit from bandits or other towns, have him show up, suck at first but as you trade with them they get better and getter skill and warez.
More gear slots, bandaleros, backpacks, belts, boots, tattoos piercings, bandanas, bracers, they dont even have to be stat driven but just allow the player to customize his avatar. In fact if i want to be a fat bastard i should be allowed to play that body type, fuck these thin or fit bastards.
My problem is this is obsidian, they dont do "new" things, they write dialog, they write dialog well, but they dont seem to be able to code for shit. I expect a bloated version of FO3 with good ideas poorly implemented, and then several of the cool ideas cut down or out, and rushed out the door to meet a deadline. (kotor2, nwn2 style). I expect to some cool stuff I wish worked right, I expect my frame rate to drop to single digits at times for no good reason, and I expect the game to only be playable after fans of the franchise patch and streamline obsidians attempt to make a good sequel to a cool game.
Holy shit. That looked great. I didn't think that they'd get that much rocky-ness into NV. I mean, on the one hand, I'd love a flat open map, but if that were the only terrain, I'd go bonkers. Seeing super mutants in all sorts of clothing and a grenade machine gun was also great.
Please, please tell me that they intend to do some DLC, with a GOTY edition.

Then I started picking up worth while items and my perks started become more efficient, my skills also increased. I felt like I'd worked my way up to Ass-kicker of the Wasteland. Then marching around slaughtering raiders felt completely appropriate to my character.

As long as New Vegas will be just as moddable as Fallout 3 was, I'll be happy. One thing that I do hope coems in the game stock, though, is that they keep up those awesome little "side details" like skeletons that seems to tell a story of that person's last moments, or the random journal entries in terminals.

And how does that really differ from the base FO3? For all the complaints about how buggy Obsidian games are, I've had much fewer bugs in general, especially the game breaking kind, in All obsidian games put together than in Oblivion and FO3
