I thought Cole was bald in the first game because of the big electrical burst that happened on his body, you can see the remains of his hair even.
He was bald in the prequel comics though. But I put the electrical burst down as the reason he sounds so gruff. Tightening muscles and what not. In one of the dead drops it's insinuated that he wouldn't have control over his powers for a while.

They are updating the morality system to sit in more of a shades of gray area, rather than a flat "unfailingly kind superhero" or "massive douche-bag" choice. That's what they say anyway. Still waiting to see how it turns out in-game, along with his new look, before I become furiously outraged and declare I will not buy the game based on some trifling perceived affront.

Except 3-4 hours isn't enough to unlock all of the flying and rail grinding abilities. So, no, you didn't play long enough. When you've played it and unlocked the entire movement system, then I'll take you seriously, right now you're just trolling.

I know I'm being irritating and inflammatory, but I really do think that the stuff I'm touching on is important in a game that's half power-trip, half role-playing.
Character image, character voice, character animation, the morality system, melee, and climbing. These were all things that bothered me at least a little in Infamous. Otherwise I would have played it. It's a fun game. So really it just missed the mark for me.
Infamous 2 looks to revamp all that from the videos they've shown and the articles I've read. It's disappointing that Sucker Punch decided to backpedal on the character redesign, but everything else looks great. And from the most recent video, they seem really excited about adding fun melee for Infamous 2, which was seriously lacking from Infamous. It was even something they touched on in their post-mortem in Game Developer magazine.
So yeah, Infamous 2 looks fun, and I can't wait to see the next-next version of Cole. Seriously.
And with that I'm going to bow out for a while, because I'm obviously irritating some people.
edit: Fine, one more thing: I've played with the flying and grinding abilities. Just because I didn't play through the game doesn't mean my friends didn't.

The new design took what was left of Cole (since nothing can be done about his voice, his looks were all that was left) and shat all over it in the name of making him friendlier and likable to some audience that probably didn't even play the first game? Actually thinking about it now every japanese game I know of has a hero with a substantial mop of hair (I really can't think of any bald/buzzed japanese leads) while western developers seem to enjoy the buzzed look. Maybe it's a military thing?
The thing is it's pretty difficult to make hair not look like a piece of plastic sitting on someone's head as opposed to the ease of sending that chrome-dome hero out into the world
