Has anyone used Steam tech support? I just put in a trouble ticket today and I'm wondering how good they are. When will they email me back, what's the quality like, that sort of thing.

They're pretty good. I haven't had to contact them regarding any game or steam issues myself, but I once ordered some apparel from the Valve store and was sent the wrong items. They handled it to my satisfaction, even sending out the correct items before I sent back the wrong stuff, and even then they sent a pre-paid shipping sticker.
I also helped a friend recover a compromised account twice after his kid fell victim to phishing. Both times were resolved as well. They may take a while getting back to you (a couple of days) but they will get back to you.
I've dealt with steam's support once, when they locked my account (i tried to buy too many things in one day as gifts for a friend, since i accidentally bought him DLC and not the game itself :P ). They can take a little while to respond, expect a 24-hour business-day turnaround time on some requests, however.
