I am not very experienced with ebay, so I have two different problems which have come about in the past 24 hours.
Problem #1
I bought an opened but unused copy of Final Cut Express. It retails for $199, but this version didn't have a box. Just a CD and an unused serial number. I won the auction for $115.
I immediately paid the guy through PayPal, and he immediately sent me an e-mail that he'd mailed the item. I have a tracking number to verify this. I've no doubt he mailed it.
An hour after the auction ended, I get an e-mail from ebay that the auction had been cancelled and the item removed, because it did not fit ebay's policies. It said that if I hadn't paid for the item yet, not to. Keep in mind this was an hour AFTER the auction had ended it, ebay "removed" it.
So I contact the seller and basically said "What the hell?" He responded and seems legit. He didn't know what the message meant either. He said the copy of Final Cut Express was bought with an education discount and maybe that's why ebay didn't like it, but he has in fact mailed it and to please let him know if I have any problems when I receive it.
I don't mind using software obtained through an educational discount, as long as I can, in fact, use it. Does anyone see any problems? I am not a student.
Problem #2
I was selling an copy of Dark Sector for the xbox 360. I had the Buy it now price set at $4, with $2.99 shipping. Some girl just bought it. Fine. I look at her shipping address... it's in Italy! What the hell? I can't ship something to Italy for $2.99. So now what? My auction clearly says "Shipping to United States" so I feel I'm clear. However, what do I do about making sure this doesn't affect my rating?

I hope that you're right, and the buyer is legit.
Re: Problem #2 No idea on that one, never sold things on ebay. didn't they have flags that allow it to only be available to people in specific regions? Also, if you stated up front that shipping was 2.99 to US only, email her and ask her, and make sure that a possible increase in shipping is fine (and that you'll provide a receipt of the shipping amount if she wants to be sure she's not being ripped off)
#2) I thought ebay had a button or option that wouldn't let you bid if you were out of the country the item was identified only to ship to. I'd contact her and let her know what's what but still offer to send it to the buyer if they're willing to pay the rest of the shipping. If not they might get pissy and review you anyways, not sure what you can do against that.
If I stated in an auction that I only ship to the US, I'd email the buyer with something to the effect of " Sorry, I only ship to the US." and if they left a negative feedback, dispute it with ebay.
Don't ship to Italy. It's got one of those "bad" post office systems. Just contact the buyer, and say something more diplomatic than "Auction said US only, Silly Goose". Do a refund, then either do a 2nd chance offer to the next lowest bidder, or relist the item.
Turns out this lady's (young?) son from Italy got on ebay and bought like 30 items from the US without his parents knowing about it. So she's apologized and we'll just forget this ever happened.
Every time I get a deadbeat buyer I hear nothing at all from them. Meanwhile I have to wait 10 days to resolve the non-payment which is 10 days that I could have been selling and getting money.
