If I'm interpreting that correctly, for each challenge you'll have a choice of either a pre-made setlist that illustrates some theme (like a decade), or a custom/random assortment of any songs that also fits that theme. So even if a theme were "difficult drum songs," you'd have some variety there.
Potentially, those of us with lots of DLC could get through most of the game without touching the on-disc songs, if desired?

It was the idea that a game that had more than that to offer suggested that the five hardest songs on a particular instrument indicated 'legend' and how amazingly, the same artists tended to fill most, if not all, of those qualities. If I'd have called out the drum setlist, I'm sure people would've told me how awesome Mike Portnoy is supposed to be. I don't think the Rush song made that list and yet people consider Neil Peart a legend, right?

For vocals, the higher tiers included Painkiller, Panic Attack, and Tangled Up In Blue. The hardest to master for me was Teen Age Riot.
There's something about I Want You Back...switching octaves really didn't help me there. Tangled Up in Blue is just...ah...is Dylan. That's about it. Painkiller was easy once I embraced the lack of metal in my voice and just did it with my own vocal range.

I most likely misunderstood and I'm sorry for that. I don't think I'd want to play a set list that included every guitar legend in both RB and RB2 (and eventually RB3) though. Devin is working with us to release the full Ziltoid album on Rock Band Network.
He's going to go in and tweak the album to make it more applicable to the game. (Meaning adding solos, maybe having the Ziltoid character taunt the players during songs, those types of things.)
This is just the beginning as Devin wants to bring a lot of his material to the game.

It at least matches policy.. 1000 is still achievable without DLC, the extra 250 is under the MS guidelines for DLC achievements.
