I am only answering this because we had a team of PAers playing on a free shard last year or so in G&T for a month or so and it wasn't locked for playing on a free shard.
We played on Angel Island, which I think is still going strong with a really dedicated team of developers with regular events and tons of bug fixes. Established player base with tons of feuding guilds to get involved with, if you'd like. Lots of custom equipment that could be used on the cheap for whatever and dying never totally wiped you out.
It was a lot of fun.
Also, a cursory google search of "UO Shards" turns up a ton of lists where people have voted and ranked them for you.
Angel Island actually shut down for a while, and is now back in business. It is the longest running UO shard you'll find, which means incredibly devoted admins and player base. It has a lot of player-run quests like races, t-hunts, pvp, roleplaying and non-roleplaying stuff, as well as lots of stuff run by the admins regularly. There's a really cool player-dependent economy too.
UOSecond Age is what you want if you wanna go back to older rules- It's as strictly T2A as you'll find in a free shard. I played when i was really burning out on the game so I didn't experience much- Great pvm crowd, pvp isn't too fantastic.
If you don't mind neon colours and mounts and elves and other dumb shit there are the UOGamer shards. Awful admins and playerbase but there are lots of people and they are more well-funded than most.
In Por Ylem 2/2.5 is in development right now and may be released anywhere between now and 2013.
